(1833) <br /> Introduced by Council Member Perry, who moved its adoption, seconded by <br /> Council Member Corbett, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> B. Matter of Resolution Certifying Negative Declaration of Environmental <br /> Impact, Approving Subdivision Improvement Agreement, and Approving <br /> Parcel Map 5845 (certifies Negative Declaration as complete and in <br /> compliance with CEQA requirements; approves the subdivision of a 1.96- <br /> acre parcel at the easterly end of Montrose Drive for two, single- <br /> family residential units, Developer: Loong-Fah Lu and Li Chuan Chen; <br /> and approves Parcel Map 5845) . <br /> Bill Silva, City Engineer, said the matter before the City Council was <br /> a Parcel Map at the end of Montrose Drive. He said this matter came to <br /> the City Council several months ago at which time there was a Public <br /> Hearing for approval to create two lots out of one existing lot. He <br /> said the developer/subdivider and his consultants were present tonight, <br /> and they had responses to the question brought up at the last Hearing. <br /> Mayor Karp invited members of the audience to speak. <br /> Randall Walker, Construction Management Consultant for Mr. Lu, said he <br /> has been working with Mr. Lu to coordinate questions and concerns that <br /> have been raised by the neighbors regarding this subdivision. He said <br /> it came before the City Council in August. <br /> He said, at this time, the matter under consideration is the Negative <br /> Declaration for the lot split. He said they did not have all of their <br /> professionals at the last meeting to answer questions raised, but they <br /> were present tonight and could respond to questions. He said, at the <br /> last meeting, there were concerns regarding the wildlife, mitigation of <br /> construction problems, the impact on the neighbors, soils stability, <br /> and the land use, which is of concern to Mr. Lu. He said this parcel <br /> meets the criteria of the General Plan, and the lot split meets the <br /> zoning requirements. He said it is a lesser use than currently exists <br /> in the neighborhood. <br />
