Minutes - San Leandro City Council Meeting - May 3, 1993 Page - 3 - <br /> PUBLIC COMMENTS (continued) <br /> Mayor Karp noted that Council Member Polvorosa meets at least once a <br /> month with people in Floresta Gardens Homeowners Association, and <br /> Council Member Faria sees people every day in his store. <br /> Council Member Corbett pointed out that the City Council Members are <br /> elected at large. She noted she has talked to Mrs. Ayers on the <br /> telephone for as long as Mrs. Ayers desires. Mrs. Ayers said many <br /> people are uninformed, and Town Hall Meetings should be held once a <br /> month. <br /> Council Member Corbett noted, if any citizen wishes to speak to her, <br /> they may call her -- her phone number is in the book. She said she <br /> cares about what people say and attends events during the week in order <br /> to stay in touch with people. <br /> Mayor Karp noted Council Member Myers has meetings and writes articles <br /> for homeowners' association newsletters and is active in his own <br /> District. Mayor Karp said he personally attends every homeowners' <br /> association that meets in this City. <br /> Mrs. Ayers said homeowners' groups are ineffective in reaching the <br /> people. Town Hall Meetings should be held once a month, and the <br /> newsletter should be eliminated. <br /> Council Member Polvorosa said homeowners' associations are only <br /> ineffective if people do not attend the meetings. Mrs. Ayers noted she <br /> had attended a Broadmoor Neighborhood Association meeting, but they did <br /> not allow her to set the Agenda. <br /> Lou Filipovich, 15376 Laverne Drive, referred to the April 19 City <br /> Council Meeting. . He said at that time he wanted to address the "truck <br /> no parking" issue and the "ad hoc committee" issue and was prohibited <br /> from speaking. He said, if homeowners' associations cannot build up a <br /> constituency, then it's their own fault. He said the City Council <br /> should give the people the opportunity to vote. He said there is good <br /> news for the tax payers in two proposed bill's -- SH 691 and AB 1262, <br /> the Homeowners' Relief Act, that requires the tax payers' vote on all <br /> fees, etc. , related to property. He encouraged people to support these <br /> bills. He also said an initiative will be on the ballot in the future <br /> to straighten out Prop. 13. He said the presidents of homeowners' <br /> associations don't tell the Council how their people really feel . <br /> Lavern Anderson, 1495 - 159th Avenue, Representing Bonaire Civic <br /> League, Inc. , said he did not agree with what he just heard. He <br /> thanked Kathy Ornelas for getting the mattress removed that was thrown <br /> onto property from a school site. He requested that the City develop <br /> a street sweeping schedule. He said there is a very active homeowners' <br /> association group in the Bonaire area, and their meetings usually last <br /> at least 1-1/2 to 3 hours, with a lot of discussion. He said things <br /> get done. He said he enjoys the newsletter, and it helps him find out <br /> what's going on. <br />
