She said it is their objective to <br /> reach an agreement that will be useful for all . She said AC Transit is <br /> trying to implement the comprehensive service plan, but hasn't been <br /> able to because of lack of funds. She said it will improve the level <br /> of services. She said they have recently concluded their alternative <br /> mode study and, with luck and financial assistance, within the next <br /> decade may be able to go to either light rail or trolley within these <br /> important corridors. She said they need to continue the partnership to <br /> provide these services. She said in a letter dated June 14, from the <br /> Acting General Manager for Planning, they asked to be included so they <br /> will be able to provide these services. She asked that staffs be <br /> directed to continue to negotiate with the District. <br /> C. Mike Lanahan, Assistant Superintendent for San Lorenzo Unified School <br /> District, said the District supports the concept of the redevelopment <br /> project that is proposed, and the Redevelopment Agency and the District <br /> have reached a conceptual , tentative agreement that will mitigate the <br /> detriment caused by this project. <br /> Mayor Faria requested testimony in favor of the redevelopment plan or Final <br /> EIR. <br /> D. Lou Andrade, 791 Cherry Way in Cherryland, said he has been on a task <br /> force for the specific plan for business improvement for two years. He <br /> said he is a long time resident and a City Planner for the City of San <br /> Francisco. He said his family owns property on East 14th Street that <br /> is subject to eminent domain. He said he is in favor of redevelopment, <br /> and it is something that is needed. He said he has seen almost no <br /> investment in new business in the last 30 years. He said eminent <br /> domain is needed in limited areas. He said facade improvements, trees, <br /> undergrounding will not alone do the trick, and some showcase projects <br /> are needed. He said, if a tone is not set, all you will have is a <br /> pretty street with vacancies. <br /> E. Barrie Lee, 13575 Lake Chabot Road, a businessman in the area, said he <br /> believes in a strong economic base in San Leandro and feels that the <br /> redevelopment plan is a definite positive force for San Leandro and the <br /> unincorporated areas. He said it is a good project, and he hopes that <br /> all considerations are taken from all sides, even eminent domain. It <br /> is an issue that can frighten people, but as proceedings go on people <br /> will understand. He said the time has come for redevelopment in this <br /> district and urged the Council/Agency to proceed in that direction. <br />
