Minutes - San Leandro City Council Meeting - July 6, 1993 Page - 8 - <br /> 8. PUBLIC HEARINGS <br /> A. Matter of Sewer Services Charges. Continued from the June 14, 1993, <br /> City Council Meeting. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bob Taylor, Public Works Services Director, said he held a June <br /> 30 meeting with homeowners' associations. He said all of the <br /> homeowners' associations in the City's service area had been invited to <br /> the meeting. He said the major area of concern was that people felt <br /> residents were subsidizing the industrial and commercial users. He <br /> said he believes their concerns were satisfied, and they understand <br /> this is not the case. He said no one use subsidizes any other class or <br /> user. <br /> Council Member Kerr said one of the reasons so much money is being <br /> collected is that the plan calls for replacement of all facilities by <br /> the year 2021 . <br /> Craig Lawson, the City's consultant, said the goal is to replace all of <br /> the facilities at the end of their useful life, and funding needs to be <br /> increased to do that. He said it is the intention of the program to <br /> look at the facilities out into the future and look at what type of <br /> funding will be needed. <br /> Council Member Kerr said a large portion of the increase is due to <br /> funding for renewal and replacement. He said facilities will last for <br /> more than 28 years, and replacing the complete collection system in 28 <br /> years does not seem feasible. <br /> Mr. Lawson said facilities are not replaced until they need to be, but <br /> as pipes break, etc. , there must be adequate funds for their <br /> replacement or repair. He said the plan contains a target to develop <br /> a financial plan and have funds available as facilities need to be <br /> replaced. He said the cost of replacing the collection system will <br /> continue to go up. <br /> Council Member Kerr asked if it was feasible to keep this plant going <br /> when it costs so much to operate. He said there was a study done some <br /> time ago about the possibility of going to East Bay Municipal Utility <br /> District (EBMUD) . He said he would like to have a copy of that report. <br /> He said he also has a report that's a little over a year old which says <br /> the cost per million gallons of service for San Leandro is $2,429 <br /> compared to $1,419 for Union Sanitary District, which is the next <br /> highest, and the other agencies cost less. He said people are not <br /> concerned about who takes care of their service as long as they have <br /> the service. He said the EBMUD plant has a million-gallon per day <br /> capacity, and they are only using 70 million, and they have a trunk <br /> line that goes out beyond the airport. <br /> Mike Oliver, City Manager, said, if the City Council desires, staff <br /> could take a strategic look at the whole picture, including where EBMUD <br /> is going, the City's relationship with Oro Loma Sanitary District, etc. <br />
