Minutes - San Leandro City Council Meeting - July 12, 1993 Page - 2 -
PUBLIC COMMENTS (continued)
Mayor Faria explained that the zoning in Mr. Porter's area has not
changed since 1962 and no changes are proposed. Mr. Porter said he
does not want zoning to change without people voting on it.
Mr. Porter said the garbage service will not pick up his garbage
because he has a 34-gallon can, not 32 gallons. He said the City is
not going to determine what kind of can he uses.
Mr. Porter said trees have shrouded the street lights adjacent to his
home for the last two years, and he has been trying to get the City to
provide lights. He said two City employees have stated there is plenty
of light, but he said there is not enough light. He said he wants the
trees stripped away from the light. Kathy Ornelas, Community Relations
Representative, said the Landscape Maintenance Supervisor and the
Traffic Engineer have inspected the lights in question and determined
they provide sufficient light for vehicular travel .
Mr. Porter spoke further regarding the matter of garbage cans. Mayor
Faria explained the requirements of the City code and reasons for 32-
gallon cans, including safety requirements for employees. Mr. Porter
said the Ordinance should be changed.
Mr. Porter said he has never received any Police protection. He said
he has tried to call the Fire Department about materials John Sellars
has along the property line, but they refused to bother about it.
Mayor Faria reiterated all of the issues Mr. Porter addressed and said
staff would be happy to respond.
Mr. Porter said he was dissatisfied with the response he had received
tonight.
C. Larry Norry, President of Mulford Gardens Improvement Association, said
Mr. Porter has been a member of the Association on and off for a number
of years. Mr. Norry requested that he receive a copy of any
correspondence to Mr. Porter on tonight's issues.
Mr. Norry asked about the 32-gallon, 75-pound limit for garbage cans.
Mayor Faria explained that the maximum size is 32 gallons, and the
maximum weight is 75 pounds. He said a can larger than 32 gallons is
unacceptable, even if it only has 10 pounds of garbage in it; and a 32-
gallon can will not be picked up if it contains more than 75 pounds.
He said, unfortunately, the manufacturer of the can Mr. Porter has
labeled it as a 34-gallon can.
