Rick Richards, 335 Peralta Avenue, on behalf of Bea Hilton, said Glenn <br /> Hilton is now at home and said Mrs. Hilton expressed her thanks for all <br /> of the good wishes, cards, and prayers. He said Mr. Hilton is doing <br /> okay but asked that people hold off on visits for the time being. <br /> C. Lou Filipovich, 15376 Laverne Drive, said the July 6th Meeting wasn't <br /> the first time he could not speak. He said three minutes is not enough <br /> time to speak. He said the June 14 Minutes clearly state there will be <br /> no further comments from the public, with the exception of the <br /> Resolution. <br /> Mr. Filipovich said, at the July 6 Meeting, he challenged Mr. Taylor's <br /> statements with regard to community input, particularly the homeowners' <br /> associations. He said he was at the meeting and all the homeowners <br /> associations except one, the Washington Homeowners Association, were <br /> there. He said the Washington Homeowners Association has concerns <br /> regarding Oro Loma and sewer fees. He said Mr. Taylor stated the <br /> homeowners at the meeting were not opposed to the fees. However, those <br /> people represented San Leandro, not the Oro Loma Sanitary District. <br /> Mr. Filipovich said Mr. Hilton had stated the taxpayer should be <br /> notified ahead of time. Mr. Filipovich said Mr. Taylor had said, in <br /> the past, he has gone to the homeowners meetings and reviewed matters <br /> with them but was unable to do so this year. Mr. Filipovich said Mike <br /> Oliver said it was important that all homeowners should be invited. <br /> Mr. Filipovich said homeowners associations do not represent everyone <br /> in San Leandro, and the individual has to get up and speak from time to <br /> time. He said a lot of problems have been created with funding, and <br /> this should come before the taxpayer. He quoted a concern Council <br /> Member Kerr had expressed regarding five plants, two or three of which <br /> should be closed, including Oro Loma. He said, if that was to be <br /> included in the meeting, someone from Oro Loma should have been <br /> available to discuss the matter. He said the public can no longer <br /> remove items from the Consent Calendar and three minutes is not <br /> adequate to speak. <br /> Mayor Faria pointed out that Mr. Filipovich had been given over three <br /> minutes. <br /> Council Member Kerr said, regarding sewer plants, he had commented that <br /> four specific plants are about one-half utilized and had suggested <br /> staff get copies of a report done three to four years ago as to whether <br /> some of the plants could be combined with other sewer plants. He said <br /> he is looking at ways to cut costs for all of us. He said there are <br /> many new Federal requirements that must be met. <br /> D. Al Rosenga, 534 Parrott Street, spoke regarding New Business, Item B. <br /> He said the trees that will be planted will cut the banners out <br /> completely. He said the City should look at that and not install <br /> banners. He also suggested the banners that are currently installed <br /> not be replaced as they wear out. <br />
