MINUTES <br /> SAN LEANDRO CITY COUNCIL MEETING <br /> AUGUST 2, 1993 <br /> The City Council of the City of San Leandro met in Regular Session in the City <br /> Council Chambers of the City Hall on the above date at 8:00 p.m. , Mayor Faria <br /> presiding. <br /> 1. CALL TO ORDER <br /> 2. PLEDGE OF ALLEGIANCE TO THE FLAG <br /> 3. ROLL CALL <br /> PRESENT: Council Members Corbett, Kerr, Myers, Nahm, Perry, Polvorosa; <br /> Mayor Faria <br /> ABSENT: None <br /> 4. PRESENTATIONS <br /> None <br /> 5. PUBLIC COMMENTS Public Comments are limited to 3 minutes per person. <br /> A. Scott A. Grubbs, 13475 Bancroft Avenue, Apt. 302, presented a plan <br /> which he said could save the City over $400,000. He said Cal -Trans <br /> will be repaving East 14th Street and the sidewalks will be repaired. <br /> He said the 289 parking meters along East 14th Street can be removed <br /> and installed at the Marina Park, and this will save the City $400,000. <br /> He said the proposed $2.00 parking fee at Marina Park is unjustifiable, <br /> and people should not be charged to use a park they pay taxes for. He <br /> said removal of the parking meters along East 14th Street would be <br /> better for the purchasing public, the downtown merchants, and will <br /> increase sales. He said installation of the meters at Marina Park <br /> would bring in more revenue than they do on East 14th Street. He said <br /> this is the only viable alternative to a park user fee. <br /> Regarding the proposed Furlough Program, Mr. Grubbs said the City <br /> should try to maintain a small -scale crew at the Main Library. <br /> B. Ray Luciano, 1330 Daily Drive, spoke regarding the two-term limit. He <br /> said he read an article in the newspaper that said Mayor Faria would be <br /> eligible to run for another eight years as Council Member. <br /> Steve Meyers, City Attorney, said, under the terms of the Charter, it <br /> is his opinion that someone who was appointed as Mayor, and has not <br /> served two complete terms as Council Member, would be eligible to run <br /> for Council Member again. Mr. Luciano said that was not the intent <br /> when the Charter was originally amended. <br />
