Minutes - San Leandro City Council Meeting - September 7, 1993 Page - 7 - <br /> NEW BUSINESS (continued) <br /> in a different direction. He said the headworks would still be needed, <br /> even if the Plant were used as a pump station, because the flow would still <br /> come to the Plant, and there would still be grit and odors. <br /> Council Member Corbett said she is very concerned about the issue of odor <br /> control and the quality of life for residents in the area. She said <br /> Council Member Kerr made allegations that must be addressed. She wants to <br /> see a report come back to the Council on these figures. <br /> Mayor Faria asked if the item tonight was for design, bid, and <br /> construction. Mr. Taylor said tonight's item was just for the design of <br /> the project, and it would come back to the Council at a future date for <br /> authorization to go to bid and also would come back for award of the <br /> contract. He said it is his opinion that the project would still need to <br /> be done if the sewage flow were being pumped to EBMUD from the Plant. He <br /> recommended that the Council proceed with the design work tonight. <br /> Tonight's action would approve $40,000 for the design work, not the <br /> $300,000 for construction, which could be stopped if necessary. <br /> Mr. Taylor said, regarding San Leandro's cost of treating, "garbage in is <br /> garbage out. " He said, the study to which Council Member Kerr referred is <br /> not a validated study because every sewage treatment organization came up <br /> with different factors to put in. San Leandro's factors included <br /> everything to do with our Water Pollution Control Plant and other agencies <br /> didn't. Many of the agencies did not include the factors San Leandro did. <br /> Council Member Kerr said this was a study done by the City of Millbrae in <br /> October 1992, and there was a previous report that was far different from <br /> this one. Mr. Taylor said they are not validated studies. <br /> Council Member Corbett said she would be interested to know how much staff <br /> time would be taken up by this report. <br /> Mike Oliver said staff would talk to EBMUD and get back to the Council . <br /> Council Member Polvorosa moved the Resolution, seconded by Council Member <br /> Nahm. <br /> Council Member Perry clarified that this was for approval of the design <br /> stage only, and a report on the other issues, including the feasibility of <br /> consolidation with EBMUD, etc. , would come back at a later date. She asked <br /> that Council Member Kerr share those figures with the other Council <br /> Members. She said it is disheartening to hear information at a meeting. <br /> She said concerns should be shared with staff. <br /> Council Member Kerr said he understood the 1992 report had been given to <br /> all the Council Members. <br />
