Council Member Myers noted a letter had been received by the Council <br /> from the San Leandro Crusaders Football Team, inviting everyone to <br /> attend their 25-year celebration this Saturday. He said they are one <br /> of the highest ranked football teams in San Leandro and the Bay Area. <br /> B. Council Member Myers asked for a status report on the two-term limit <br /> Charter Amendment. The City Attorney said the language will be <br /> prepared and will be included in the City Council 's materials calling <br /> for the Election. <br /> C. Council Member Myers requested that a traffic study be conducted on the <br /> intersection of Aurora and Marina. He said there had been an accident <br /> there on October 5, and he has received a number of calls from parents <br /> in the area. The City Manager said staff would conduct a study. <br /> D. Council Member Corbett said, on October 30th, 10:00 a.m. to 3:00 p.m. , <br /> at McCartney Park, there will be a pre-school Pumpkin Festival to raise <br /> funds for Family Services of the East Bay toddler services. She said <br /> there will be a number of activities for children, including a costume <br /> parade. <br /> E. Council Member Kerr expressed concern relating to young children <br /> crossing intersections, and he said the City has an obligation to do <br /> what it can to ensure the safety of children. <br /> F. Council Member Kerr spoke regarding the Congestion Management <br /> Authority. He said the ISTEA program has resulted in a great many <br /> recommendations regarding a rail corridor analysis and the use of <br /> railroad lines. He said BART has a program called "Taking the Fast <br /> Track to Regional Rail , " which proposes that BART take over all rail <br /> planning for the Bay Area. <br /> Council Member Kerr also spoke regarding the proposed suspended light- <br /> rail transportation program, which would be a connection from the BART <br /> Coliseum Station to the Oakland Airport. He said a feasibility study <br /> has been done in a joint effort by BART, the Port of Oakland, and AAI <br /> Corporation, which is now seeking funds for an engineering study. <br /> Council Member Kerr noted there has been a lot less traffic on <br /> Lewelling Boulevard in that part of the City since the widening of the <br /> freeway. <br /> G. Council Member Kerr said the "San Leandro News," the City newsletter, <br /> stated the Oro Loma Sanitary District used funds paid by San Leandro <br /> residents to support recycling projects in the unincorporated area. He <br /> said this is incorrect. He said Oro Loma's recycling program is going <br /> to be self-supporting; there is no money being paid by San Leandro <br /> residents which is being used for recycling by Oro Loma. <br />
