Minutes - San Leandro City Council Meeting - January 18, 1994 Page - 5 - <br /> NEW BUSINESS (continued) <br /> Council Member Corbett expressed concern regarding the conflict between <br /> employee parking, people who use the downtown area to buy from merchants, <br /> and the residential areas close to the downtown. She asked if the usage <br /> study indicated that people are parking in the residential areas because of <br /> the occupancy rates. <br /> Roy Parker, Transportation Administrator, explained the parking-usage table <br /> and said there is low usage, which permits the addition of limited parking <br /> spaces in the area. He said there is no evidence long-term parkers are <br /> parking further into the neighborhoods. He said there are not enough long- <br /> term parkers to make an impact. <br /> In response to Council questions, he noted there was a dropoff in the usage <br /> of the long-term meters when the rates were increased. <br /> The following Resolution was then introduced: <br /> Resolution No. 94-9, Resolution Deleting and Designating Restricted <br /> Parking, Two-Hour Parking, 9:00 a.m. to 6:00 p.m. , Sundays and Holidays <br /> Excepted, Title VI , Chapter One of the San Leandro Municipal Code (Joaquin <br /> Avenue) (provides for the extension of two-hour parking zone for another 72 <br /> feet easterly on the north side of Joaquin Avenue between Santa Maria <br /> Street and Bancroft Avenue) . (1022) <br /> Introduced by Council Member Nahm, who moved its adoption, seconded by <br /> Council Member Perry, and carried by the following called vote: <br /> AYES: Council Members Corbett, Kerr, Myers, Nahm, Perry, Polvorosa; <br /> Mayor Faria ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> A. Resolution Approving Agreement with Gannett Outdoor (provides rules and <br /> regulations for the maintenance and relocation of billboards in the <br /> City) . <br /> Elmer Penaranda, Assistant Planner, said the Agreements with Gannett <br /> Outdoor and Patrick Media Group, Inc. , allow both companies to retain <br /> or relocate billboards in San Leandro. He said, in the early 1980's, <br /> cities and counties tried to ban billboards, but the State Legislature <br /> said if they did so the property owners and sign companies must be <br /> compensated. <br /> He said Patrick Media entered into an Agreement with the City to <br /> relocate their billboards. He said Gannett now wishes to enter into an <br /> Agreement as well . He described the changes to the old Agreement and <br /> the length of the Agreement. <br />
