Lou Filipovich, 15376 Laverne Drive, spoke regarding Small Business <br /> Recycling. He said any recycling that is mandatory is a taxing system <br /> and must have the voters' approval . He asked if the Small Business <br /> Recycling Program would affect the Oro Loma service area or just San <br /> Leandro's service area. He also spoke regarding Measure D and <br /> government furnaces for burning waste. <br /> F. Lavern Anderson said the Oro Loma recycling program is a flop; they <br /> don't pick up all recyclables and materials must be packaged in <br /> specific ways in order to be accepted. He said Oro Loma will not <br /> listen to any complaints. <br /> 6. CONSENT CALENDAR <br /> A. The minutes of the meeting of January 18, 1994 were approved as <br /> submitted. <br /> B. Resolution No. 94-13, Resolution Approving Agreement with Collaborative <br /> Design Architects for Pre-Schematic Design Study Related to Seismic <br /> Retrofit of the Main Library (provides for the completion of pre- <br /> schematic design study for the Main Library, including an evaluation of <br /> the seismic-retrofit work and proposed capital improvement projects) . <br /> (2323) <br /> Introduced by Council Member Nahm, who moved its adoption, seconded by <br /> Council Member Perry, and carried by the following called vote: <br /> AYES: Council Members Corbett, Myers, Nahm, Perry; <br /> Mayor Faria ( 5 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Members Kerr and Polvorosa ( 2 ) <br /> C.
