Matter of Appeal by Michael A. Clevenger of <br /> the Planning Commission's Denial of A-93-3 and PD-93-4; A-93-3; <br /> Reclassification; to Re-Zone from R-1 (Single Family) District to R-1- <br /> PDC (Single Family - Planned Development Combining) District; and PD- <br /> 93-4, GDP; Planned Unit Development, General Development Plan; to <br /> Construct 22-Unit Townhouse Condominiums; 14969 Washington Avenue; <br /> Assessor's Parcel Numbers 77B-1120-1-1 and 5; Michael A. Clevenger; R-1 <br /> (Single Family) District. (1099/1009) <br /> On motion by Council Member Nahm, who moved its approval , seconded by <br /> Council Member Myers, and carried by the following called vote, the <br /> City Council continued the Public Hearing to the February 22, 1994, <br /> City Council Meeting. <br /> AYES: Council Members Corbett, Myers, Nahm, Perry; <br /> Mayor Faria ( 5 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Members Kerr and Polvorosa ( 2 ) <br /> B. Matter of PD-93-3, PDP; Planned Unit Development, Precise Development <br /> Plan; to Construct a New Commercial and Professional Office Building <br /> with the Use of Shared Parking on an Adjacent Parcel with an Existing <br /> Commercial and Professional Building; 1010-1070 East 14th Street; East <br /> Side of East 14th Street Just Northerly of the San Leandro Creek; <br /> Assessor's Parcel Number 76-440-7-1 and 8; Sam Nassab and 1032 East <br /> 14th Street Associates (Stephen Dombrink and Mark Kliszewski) , <br /> Applicants; C-C (Civic Center) District. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Norm Weisbrod, Associate Planner, said the subject property is <br /> on East 14th Street and will contain the existing Russell Heath <br /> Cleaners and a chiropractor's office, with rear parking. He described <br /> the parking area and the proposed traffic controls and said most of the <br /> people using the parking lot will be employees, who are aware of the <br /> sight distance concerns. He described the elevation of the buildings, <br /> including the proposal for brick veneer. He said the Applicant would <br /> like the option of using all stucco in lieu of brick if the cost of the <br /> brick is prohibitive. <br /> In response to Council questions, he said the project complies with the <br /> North Area Specific Plan. He said the CalTrans 1994-95 budget will <br /> include reconstruction of the bridge and will provide an electrical box <br /> for lighting the bridge. He said there is no timeline for construction <br /> from CalTrans yet. He described ingress and egress to the site and <br /> further described the traffic controls proposed, including humps along <br /> the driveway, a painted stop bar, and a stop sign. He described the <br /> lighting proposed for the building. <br />
