Minutes - San Leandro City Council Meeting - February 22, 1994 Page - 6 - PUBLIC HEARINGS (continued) Council Member Corbett asked if this included facilities that can be used if Bio-Mass does not go forward. Miss Lieberman said it includes elements in the SRRE, and any potential sites would be added later through an amendment. In response to questions, Mr. Taylor said the Davis Street SMART facility could be used in the event of curbside pickup. He said it does not close the door to curbside pickup. He said this program requires only that the City say what facilities are included in the SRRE. The Hearing was then opened to the public. Lou Filipovich, 15736 Laverne Drive, said the material in this report is not cast in stone. He asked who owns the Waste Management Recycling Plant, who owns the Davis Street SMART operation, and what the City's adoption of the Facility Element means. He asked if the City would adopt this Element if there were no legal requirement to do so. He said AB 939 has to come up with an open-hearth furnace proposal . He said the City should continue to work with Bio-Mass. There being no further comments from the public, on motion of Council Member Polvorosa, seconded by Council Member Myers, and carried unanimously, the Public Hearing was closed. The following Resolution was then introduced: Resolution No. 94-32, Resolution Adopting the City of San Leandro's Non-Disposal Facility Element (required by State legislation to address facilities to be used to meet the City's waste-reduction goals) . (2047) Introduced by Council Member Myers, who moved its adoption, seconded by Council Member Corbett, and carried by the following called vote: AYES: Council Members Corbett, Kerr, Myers, Nahm, Perry, Polvorosa; Mayor Faria ( 7 ) NOES: None ( 0 ) ABSENT: None ( 0 )
