Minutes - San Leandro City Council Meeting - March 21, 1994 Page - 2 - <br /> PRESENTATIONS (continued) <br /> C. Proclamation Designating April 1994 as Earthquake Preparedness Month. <br /> The City Clerk read the Proclamation and the Mayor presented it to Pat <br /> McClellan, the City's Disaster Preparedness Coordinator. Mr. McClellan <br /> discussed a number of Disaster Preparedness activities that will take <br /> place during the month of April . City Manager Mike Oliver said there <br /> will be a Work Session presentation on March 28th and noted that <br /> members of the City Council will attend a League of California Cities <br /> seminar and learn from the Northridge earthquake. <br /> 5. PUBLIC COMMENTS Public Comments are limited to 3 minutes per person. <br /> A. Brenda Rayford spoke regarding a parking ticket she had received. She <br /> said the wording on the ticket is confusing, and she did not realize <br /> she only had five days to pay it. She said people should have from 21 <br /> to 30 days to pay. She said she did not realize non-payment would <br /> affect her vehicle registration. She said the registration expiration <br /> date on the front of the ticket is confusing. The City Manager <br /> suggested Ms. Rayford speak with Kathy Ornelas so this information <br /> could be reviewed. <br /> B. Dick Karn, President of the Board of Directors of the Classical <br /> Philharmonic Orchestra, requested that the matter of funding for the <br /> Orchestra be postponed until late in April . The City Council <br /> concurred. <br /> C. Lou Filipovich, 15376 Laverne Drive, spoke regarding the Minutes of the <br /> meeting of March 4, 1994, and the letter sent by the City to the <br /> Chamber of Commerce. He said he opposed approval of the Minutes and <br /> asked if the letter would be discussed tonight. He said the City <br /> Council turned a public meeting into a political meeting and said a <br /> tape of the meeting should be sent to the Attorney General . <br /> 6. CONSENT CALENDAR <br /> A. The minutes of the meeting of March 7, 1994 were approved as submitted. <br /> B. Resolution No. 94-40, Resolution Approving Plans and Specifications and <br /> Calling for Bids for Emergency Vehicle Pre-Emption Project, Project No. <br /> 94-2308 (provides for installation of pre-emption equipment to improve <br /> emergency response time at 13 signalized intersections) . (2759) <br /> Introduced by Council Member Kerr, who moved its adoption, seconded by <br /> Council Member Nahm, and carried by the following called vote: <br /> AYES: Council Members Corbett, Kerr, Myers, Nahm, Perry, Polvorosa; <br /> Mayor Faria ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br />
