Minutes - San Leandro City Council Meeting - April 4, 1994 Page - 2 - <br /> PUBLIC COMMENTS (continued) <br /> Mayor Faria said a letter could be sent to the Governor and the <br /> Legislature saying the City Council opposes the initiative. <br /> B. Al Rosenga, spoke regarding the Resolution eliminating DFSI for <br /> restaurants. He said the City is losing business because DFSI has to <br /> be paid up front and suggested that it be made possible for payments to <br /> be made over a period of time. He suggested that business owners and <br /> property owners share the expense of DFSI . He said he opposed <br /> eliminating DFSI for restaurants because it would be unfair to other <br /> people who also have up-front costs, and each case should be analyzed <br /> on its own. <br /> June Catalano, Development Services Department Director, said the DFSI <br /> fee appears to inordinately hurt restaurants, and this has an impact on <br /> the City' s economic development. She said she recently talked with a <br /> bio-tech firm which mentioned they were hopeful there would be more <br /> restaurants in San Leandro as the use of restaurants is an integral <br /> part of their business. <br /> C. Glenn Hilton, noted the month of April will be full of creek activity. <br /> He said there will be a festival at Root Park on April 9 from 12:00 <br /> noon to 4:00 p.m. He noted the student competitions already under way. <br /> He said there will be a creek walk at Root Park on April 16 and a creek <br /> clean up on April 30. He noted that T-shirts, books, etc. , will be on <br /> sale. <br /> D. Lou Filipovich, 15376 Laverne Drive, said the City should be aware of <br /> making exceptions for particular types of businesses because other <br /> people can claim the same exceptions. He asked numerous questions <br /> regarding the Resolution awarding contract to Brava construction for <br /> the Seismic Retrofit. <br /> In response to Mr. Filipovich' s questions, the City Manager described <br /> the current and future projects, discussed Pacific Union Company's role <br /> in the project, and responded to questions regarding the bonds and the <br /> rate of payment. <br /> Mr. Filipovich said, with regard to the March 21st Minutes, he had said <br /> a copy of the Minutes and the tape should be sent to the Attorney <br /> General . <br />
