Matter of PD-93-7, GDP/PDP and CU-94-4; Planned Unit Development, <br /> General Development and Precise Development Plans, and Conditional Use; <br /> to Remodel and Upgrade the Existing Exterior Features of the Service <br /> Station (Shell Station at San Leandro Boulevard and Davis Street) ; Such <br /> as the Building, Fuel Pumps, Canopy and Sign Program; the Retail Area <br /> Will Be Retained and Relocated, Without Any Expansion of Floor Area, to <br /> the Existing Building Containing the Unused Workbays; 589 Davis Street; <br /> Assessor's Parcel Number 75-36-42-4; Ted Simas, Xtra Oil Company; <br /> Formerly T-2 (Rapid Transit) District, Currently CC (Community <br /> Commercial ) District. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Elmer Penaranda presented the staff report. He said the <br /> Applicant revised his proposal to meet concerns by the Planning <br /> Commission regarding the amount of time customers spend on the <br /> premises. He said the amendments include retaining but not expanding <br /> the retail area, retaining the credit-card reader, installing a cash <br /> acceptor, providing for a post-payment system, improving fuel pumps to <br /> pump faster, upgrading the pumps to allow fueling from either side, and <br /> having a second employee for peak hours to direct traffic. <br /> In response to Council questions, he said the existing sign would <br /> remain as-is, and a monument sign would not be installed because it <br /> would cause sight-distance problems. The City Council asked numerous <br /> questions regarding the proposed rest rooms, which have been deleted. <br /> Mr. Penaranda said the original Application included rest rooms, but <br /> the Planning Commission was concerned that providing public rest rooms <br /> would mean people would spend more time on the site, causing greater <br /> traffic problems, and the proposal for public rest rooms was deleted. <br /> Council Member Nahm expressed concern regarding elimination of the rest <br /> rooms. He said these rest rooms would be the only ones in a station on <br /> a State highway and should be part of a service station. <br /> Mr. Penaranda explained the type of signage that would be on the <br /> property to keep vehicles from making right turns from San Leandro <br /> Boulevard. He further explained the post-payment system and the use of <br /> longer hoses. <br /> Council Member Polvorosa said he was also concerned that rest rooms are <br /> needed on a State highway. <br /> Council Member Nahm repeated he was concerned that rest rooms should be <br /> provided in a service station on a State highway. <br /> Ted Simas, Xtra Oil Company, the Applicant, said the intent of <br /> eliminating the rest rooms is to minimize the stay of the patrons. He <br /> said they were trying to look at the benefit over the whole. He said <br /> there are no rest rooms for patrons now, and it has not been a problem. <br /> He said this is primarily an image upgrade of the site. <br />
