Merrion, 2165 Bradhoff Avenue, San Leandro, dated April <br /> 19, 1994. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Steve Emslie, Planning Manager, gave an introduction to the <br /> staff report, reviewed the chronicle of events, and described the steps <br /> that have been taken in the process, including the letter of intent <br /> received from Mrs. Campbell in January 1994, the Hearing before the <br /> Zoning Enforcement Official (himself) , and the Hearings before the <br /> Planning Commission. He noted that, soon after the March 26 denial of <br /> the Application by the Planning Commission, work was started on the <br /> mural . Two days later a Notice of Violation was sent to Mrs. Campbell . <br /> Soon after that Mrs. Campbell 's Appeal was filed, and all enforcement <br /> action was stayed pending the outcome of tonight's Hearing. He said <br /> staff recommends approval of the mural with modifications to the <br /> original Conditions of Approval and with the imposition of a fee for <br /> the City's work in enforcement activities. <br /> Mr. Emslie noted several phone calls had been received from the public <br /> regarding the mural . The City Clerk noted a number of letters and <br /> phone calls had been received by the City Clerk's Office regarding the <br /> mural . <br />
