Located on Each Parcel , Providing for <br /> Condominium Ownership and Creating Easements for Vehicular Access and <br /> Parking; and A-94-3; Reclassification of Property from RM 1800 to RM <br /> 1800 (PD) ; on a 1 . 178 Acre-Parcel Located on the South Side of Thornton <br /> Street Between San Leandro Boulevard and Carpentier Street, Including <br /> the Property at 1761 Carpentier Street Presently Developed with a <br /> Single-Family Home That Will Be Removed; Assessor's Parcel Number 75- <br /> 27-2-1 and 8; Peter and Theodore Spinardi Investments; RM 1800 24 Units <br /> Per Gross Acre. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Norm Weisbrod, Associate Planner, gave the staff report. He <br /> said the application is for six, two-story buildings, each with four, <br /> two-bedroom condominium units, for a total of 24 units. <br /> The City Council asked if there are other projects in San Leandro with <br /> shared garages; Mr. Weisbrod said there are. <br /> Mr. Weisbrod noted that, under the new Zoning Code, this Planned <br /> Development would be handled as one action for both the General and <br /> Precise Development Plan. <br /> The Hearing was then opened to the public. <br /> Peter Shutts, architect for the Spinardi 's, the developers, discussed <br /> the shared garages and said they had been designed as shared facilities <br /> to meet ADA standards related to possible purchase by handicapped <br /> persons. He said the garages will have individual storage units which <br /> can be locked. He discussed exit turns onto San Leandro Boulevard from <br /> the project and said they plan on installing a "Right Turn Only" sign. <br /> In response to questions regarding the possibility of installing <br /> removable walls between the garage units, Mr. Shutts said there would <br /> be concerns regarding damage, creation of a physical barrier which <br /> would hinder the ability to open car doors, and the cost. He noted <br /> windows are not required in the garage as fire exits because there are <br /> mandoors which can be opened from the inside without a key. <br /> Michelle Berntson, 20 Begier Avenue, said there should be a handicapped <br /> parking space in the garage for visitors who are handicapped. <br /> Al Rosenga, 534 Parrott Street, representing the Peralta Citizens <br /> Association, said the only solution to the garage doors appears to be <br /> individual doors for each stall . He said the shared garage becomes an <br /> issue between buyers and sellers. He said the garages could be <br /> redesigned to provide handicapped access. He questioned the location <br /> of the storage bins and said they would impede access. <br />
