(1690) <br /> Introduced by Council Member Polvorosa, who moved its adoption, <br /> seconded by Council Member Myers, and carried by the following called <br /> vote: <br /> AYES: Council Members Galvan, Kerr, Loeffler, Myers, Perry, <br /> Polvorosa; Mayor Corbett ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> B. Resolution Authorizing Staff to Revise Parking Restrictions to Increase <br /> the Supply of Parking in the Estudillo Parking Garage. <br /> The City Clerk noted the title of this Resolution, as shown on the <br /> Agenda, should be changed to read: Resolution Amending Title 6, <br /> Chapter 4 of the San Leandro Administrative Code Relating to Fees and <br /> Charges for Services Provided by City Departments (Parking Fee for <br /> Estudillo Garage) . <br /> Norm Weisbrod, Associate Planner, presented the staff report. He <br /> explained that TriNet Employer Group Inc. , wishes to expand its <br /> business and would like to relocate in the Security Pacific Bank <br /> Building but needs to provide adequate parking for its future <br /> employees. He said the City is trying to make office space in the <br /> downtown area more attractive by reducing the cost of leasing parking <br /> spaces in the downtown parking garage and recommended that staff be <br /> authorized to implement a permit basis, which he explained, for parking <br /> in the garage. He described additional spaces which have been provided <br /> in the garage through restriping. He described the proposed decrease <br /> in fees and the costs and benefits to the community. He described the <br /> capital improvements TriNet would make to provide security for their <br /> employees, which would be offset by the lower rates. <br /> The City Council asked questions about the current number of unused <br /> spaces and how existing parking would be affected by the proposal . Mr. <br /> Weisbrod said assigned spaces could still be provided at $45/month <br /> until needed by TriNet. John Jermanis, Finance Director, explained how <br /> the financing would operate and said interest payments on the garage <br /> bonds and maintenance costs would still be covered by the permit fees. <br /> He noted that a survey had produced a mixed response. <br /> In response to City Council questions, Steve Emslie, Planning Manager, <br /> said TriNet would be expanding over a five-year period, so he felt <br /> requests for assigned spaces could be accommodated. <br />
