She noted that <br /> all of those areas have a drug store as a major anchor use, which - <br /> promotes a pedestrian atmosphere and serves to attract other <br /> tenants. She said the subject property has been vacant for ten <br /> years and Walgreen's is a viable proposal . She noted Walgreen's <br /> is willing to tear down the existing building and construct a <br /> building that will coordinate with City Hall . She said <br /> Walgreen's will create desirable shopping patterns to spark <br /> growth in the area. <br /> Steve Emslie, Planning Manager, showed slides and reviewed the <br /> North Area renovations which had been undertaken to spur private <br /> development. The slides also showed the area surrounding the <br /> subject property. <br /> Norm Weisbrod, Associate Planner, described the location of the <br /> • <br /> site and the surrounding area and presented a Site Plan, which <br /> showed the location of the building on the site, parking, access, <br /> etc. He said the architecture and colors will be compatible with <br /> the City Hall complex. He noted parking on the frontage of the <br /> site on Haas, on both sides of the street, would be removed, but <br /> the parking lot on Haas would be available to the residents in <br /> the adjacent properties. He noted those properties are all under <br /> one ownership. <br /> In response to City Council questions, Mr. Weisbrod said the <br /> development would meet all ADA requirements. He said trucks <br /> would enter from East 14th Street and exit on Haas and described <br /> the benefits of this configuration. <br /> Gary Kruger, Transportation Administrator, said he had held <br /> preliminary meetings with the neighborhood to obtain information <br /> regarding their concerns with traffic in the neighborhood, not <br /> just the impacts from Walgreen's. He said he collected traffic <br /> data and described traffic counts for the area, trip-generation <br /> information, and other data he had gained to determine traffic <br /> paths and problems. He noted people drive through the <br /> neighborhood to avoid the signals on other streets and because it <br /> is the fastest route. He described proposed improvements to <br /> reduce traffic through the neighborhood, including the <br /> improvement of signals and traffic on streets surrounding the <br /> neighborhood. He reviewed other types of improvements which <br /> could be made, such as stop signs, circular islands, blockading <br /> of Haas Avenue, etc. He discussed an opinion survey which had <br /> been distributed to the neighborhood. He recommended <br /> coordination of traffic signals be implemented, regardless of <br /> whether the project is built or not. He said, if needed, traffic <br /> circles on Haas could be installed at a later point. He said he <br /> felt this would control traffic. He noted, if Walgreen's is <br />
