Matter of City's 1994-95 Appropriation Limit. <br /> This being the time and place for the Public Hearing on the above <br /> matter, John Jermanis, Finance Director, said under California Law the <br /> City Council must establish a spending limit every year based on the <br /> funds appropriated in 1986/87 and based upon formulas related to those <br /> funds. He said because of revenue cutbacks in recent years, the city's <br /> expenditures of $16.3 million are well under the spending limitation of <br /> approximately $22 million. He said, however, a public hearing is <br /> required on this matter. In response to a Council question, he said <br /> trailer coach license fees which used to come to the City have been <br /> taken away by the State and are no longer available. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion by Council Member <br /> Galvan, seconded by Council Member Loeffler, and carried unanimously, <br /> the Public Hearing was closed. <br /> The following Resolution was then introduced: <br /> Resolution No. 94-132, Resolution Establishing Appropriation Limit, <br /> Fiscal Year 1994-95 (establishes the City's spending limit for the <br /> 1994-95 budget, as required by State law) . (2341) <br /> Introduced by Council Member Myers, who moved its adoption, seconded by <br /> Council Member Kerr, and carried by the following called vote: <br /> AYES: Council Members Galvan, Kerr, Loeffler, Myers, Perry, <br /> Polvorosa; Mayor Corbett ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> B. Matter of Curbside Recycling and Green Waste Collection Programs and <br /> Service Charges for the City Refuse Service Area. <br /> This being the time and place for the Public Hearing on the above <br /> matter, Bob Taylor, Public Works Services Director, said, to date, the <br /> City's primary emphasis has been on reducing the waste stream produced <br /> by businesses through the Business Assistance Plan, in compliance with <br /> AB 939 State Law. He said Measure D requires curbside recycling as a <br /> condition of receiving funds, and he described the history of Measure <br /> D through the courts. He said cities have until December, 1994, to <br /> comply. Mr. Taylor also said that under Measure D the City is <br /> responsible for the entire city limits, even though the City does not <br /> have control of the entire city. Staff has worked with Oakland <br /> Scavenger District to implement recycling in the Oro Loma service area, <br /> and the City will provide recycling in the City's service area. Mr. <br /> Taylor described the recycling and green waste programs, the types of <br /> bins that will be used, and town hall meetings that have been held on <br /> this matter. He said the fee will be $4.60 per month, which is less <br />
