• <br /> Minutes - San Leandro City Council Meeting - July 18, 1994 Page - 19 - <br /> PUBLIC HEARINGS, (continued) <br /> Christine Moskowitz, 942 Woodland Avenue, said she is concerned about <br /> children playing in the streets. She said the apartments on Haas Avenue <br /> increase traffic. She said this is a low-end drugstore and the City <br /> should be looking for upscale improvements, not big corporations in <br /> neighborhoods. She said they should try for a Piedmont Avenue type of <br /> development. <br /> Susan Riskind-Poulsen, 182 Sunnyside Drive, Chair of the North Area <br /> Business Development Task Force, said traffic mitigation measures should <br /> be planned along the entire length of East 14th Street, no matter what <br /> happens at this site. She said a development plan should be made as to <br /> the identity of East 14th Street. She said people in the neighborhood <br /> should be surveyed as to the type of development they want to see in the <br /> area. She said the City should look at whether Cal -Trans will give up <br /> the highway designation for East 14th Street, and turn it over to the <br /> City as a City street instead of a highway. <br /> Jeff Duke, 871 Woodland Avenue, said although Walgreen's said they would <br /> be a good neighbor, there are other stores on East 14th Street and <br /> Washington Avenue that contain litter and graffiti and are in violation <br /> of the City's codes with regard to large banners and signs in the <br /> windows. <br /> Elaine Smith, 230 Begier Avenue, said she's a real estate agent with <br /> Coldwell -Banker, and said dwellings best maintain their values when <br /> there are neighborhoods with similar dwellings. She said changes in <br /> zoning, traffic patterns, commercial projects, and high density <br /> developments near or adjacent to residential property negatively impact <br /> that property. She said houses on busy streets are worth less than <br /> similar houses on non-busy streets. <br /> Lubos Dodecky, 271 Begier Avenue, said the City must be run as a <br /> business. The City cannot say they may or probably will do things, He <br /> said the City Council should say no to Walgreen's because the people who <br /> elected the City Council do not want the project. <br /> Jack Goodrich, a business owner in the North Area, and President-Elect <br /> of the Chamber of Commerce, said the Chamber met with Creekside and <br /> Estudillo Homeowner's Associations, the North Area Task Force, and Susan <br /> McCue. He said regardless of how the City Council votes, the Chamber of <br /> Commerce is committed to working with the neighborhood in developing <br /> East 14th Street and making it something that is good for the <br /> neighborhood. He said Walgreen's is an opportunity that the City <br /> Council must consider if it is serious about developing high standards <br /> of living in San Leandro. He said the Chamber feels Walgreen's, with <br /> restrictions, is a good idea, and no matter what is developed on that <br /> site, there will be increases in traffic. He said the Chamber is <br /> strongly in favor of Walgreen's. <br />
