Minutes - San Leandro City Council Meeting - July 18, 1994 Page - 21 - <br /> PUBLIC HEARINGS, (continued) <br /> Council Member Loeffler said the test before the City Council was how <br /> well it listened to members of the community. He said he lived in this <br /> part of the community and felt the issue of traffic on Haas Avenue was <br /> the most critical issue, along with the 10:00 p.m. closure and <br /> prohibition of alcohol sales. He said he felt Haas Avenue must be <br /> blockaded to provide sufficient traffic mitigation. <br /> Council Member Galvan said the City Council is obligated to vigorously <br /> pursue revitalization of East 14th Street, from the creek to the Oakland <br /> border, which this project would do. However, he said the blockade of <br /> Haas Avenue, prohibition of alcoholic sales, and 10:00 p.m. closure, <br /> should all be conditions applied to the project. <br /> Council Member Kerr said this project was a chance to provide for <br /> economic development and build up the business district in the area. He <br /> said it would increase property values. He said he visited three <br /> Walgreen's stores and found them all clean, neat and well -maintained, <br /> with good security. He said he agreed with the 10:00 p.m. closing time, <br /> and no alcoholic beverage sales. He also felt the store should be <br /> required to have security guards during dark hours. He said traffic <br /> mitigation should include coordination and actuation of arterial traffic <br /> signals, and the blockade should be done on a temporary basis, if done. <br /> Council Member Polvorosa said development in this area is vital . He <br /> said there would be traffic no matter what is developed on the site. He <br /> said blockading Haas Avenue would just put traffic onto Oakes and <br /> Begier. He was not in favor of blockading streets. He said he was in <br /> favor of the development, including traffic circles, stop signs, 10:00 <br /> p.m. closure, and no alcoholic beverage sales. <br /> Council Member Perry said the site is zoned commercial , and development <br /> is needed in the north area. She said she was in favor of 10:00 p.m. <br /> closure, no alcoholic beverage sales, and the need for security guards. <br /> She favored installation of traffic blockades, which could always be <br /> reviewed at a later date. She said staff should also look at the <br /> synchronization of signals the length of East 14th Street. <br /> In response to City Council questions, staff explained the various types <br /> of blockades that could be used. Mr. Kruger recommended that after the <br /> environmental and General Plan process was conducted, if barricades were <br /> installed, they should be installed on a temporary basis to determine 1 <br /> how they worked and then a permanent structure built if necessary. <br /> Mayor Corbett suggested Council make a motion with specific conditions <br /> so that staff could follow through. <br />
