<br /> more clearly define what constitutes a false alarm, increase the number
<br /> of false alarms permitted, reduce the false alarm fees, eliminate the
<br /> alarm business registration requirement, identify the information to be
<br /> relayed to dispatchers when alarm companies report alarms, add wording
<br /> to require alarm systems to be properly maintained, clarify when
<br /> accounts are past due, and clarify the appeal process) . (1413)
