Minutes - San Leandro City Council Meeting - November 21, 1994 Page - 3 - <br /> 5. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is invited <br /> to make any comments related to Agenda items (including San Leandro <br /> Redevelopment Agency, San Leandro Parking Authority, and San Leandro <br /> Industrial Development Authority) or other items of public interest at this <br /> time. Comments regarding Public Hearing items will be heard during the <br /> Public Hearing portion of the Agenda. <br /> A. John Justino, 1211 - 147th Avenue, said he has been trying to get a "No <br /> Right Turn on Red" sign on Hesperian Boulevard at Halcyon, going toward <br /> Washington. <br /> He noted there is a parking problem at Washington Park. <br /> He also stated that he called the Lung Association, and they told him <br /> the whole State is going to be smoke free as of January 1st. <br /> He stated the Bal Theater is a big concern of the Halcyon-Foothill <br /> Homeowners' Association. He suggested the Bal Theater could be used as <br /> a community center for teens and wants the City to try to do something <br /> with the 500-seat Theater. <br /> Mr. Justino asked if the City would cancel the Utility Tax increase <br /> since Macy's may not leave the City. Mike Oliver, City Manager, <br /> responded by saying the City Council approved the 1% increase in the <br /> Utility Tax, but it was not related to the loss of Costco or any other <br /> stores; it was part of a two-year program put together by the Public <br /> Advisory Task Force. <br /> B. Lavern Anderson, 1495 - 159th Avenue, invited the City Council to the <br /> Bonaire Civic League's Pot Luck Dinner at the Hope Lutheran Church at <br /> 6:30 p.m. on December 9. <br /> Mr. Anderson asked what the City is going to do about people crossing <br /> the street illegally to catch the bus at Bayfair Mall . Mike Oliver, <br /> City Manager, stated the Police Department will be increasing <br /> enforcement of traffic laws as it applies to pedestrians and <br /> automobiles in pedestrian-safety areas. <br /> C. Dana Johnson, 343 Farrelly Drive, stated the Police Chief would be <br /> asking the Council to approve a $10,000 reward for the apprehension of <br /> the murderer of Evelyna LeBlanc. He said this amount was embarrassing. <br /> He went on to say he has $10,000 worth of clothing in his house that he <br /> would gladly give up to help find out who committed this crime. He <br /> asked the City Council if they really thought someone might turn in the <br /> person who committed this crime for $10,000. He did not feel $10,000 <br /> would make a difference and asked the Council to raise it to $20,000. <br /> He also stated he was disgusted and appalled that Joyce Rutledge, of <br /> the School Board, tried to make some political profit from the Evelyna <br /> LeBlanc murder by trying to tie it in to Measure D. He stated the <br /> School Board has not offered a reward. He also asked the Council and <br /> community to repudiate the statements of Joyce Rutledge. Mr. Johnson <br /> said, if the Council raises the reward to $20,000, he will throw in <br /> $1,000 of his own. <br />
