Presentation of Plaque Recognizing San Leandro's Participation in the <br /> Alameda County Urban Runoff Clean Water Program Which Received a <br /> Second-Place Award for Outstanding Municipal Storm Water Control <br /> Program from the U.S. Environmental Protection Agency. <br /> Bob Taylor, Public Works Services Director, said the Alameda County <br /> Urban Runoff Clean Water Program, in which the City of San Leandro has <br /> participated, received a Second-Place Award for the Program. He said <br /> Alameda County utilizes its funds in a cost-effective manner. He <br /> recognized San Leandro staff who have been active in the Clean Water <br /> Program, including Paul Zolfarelli , Chairman of the Elicit Discharge <br /> Program; Ron May, Maintenance Division of the Public Works Services <br /> Department; Art Silva, in charge of the City's Street Sweeping Program; <br /> and Tomi Kinsey, the City's representative to the Public Information <br /> Committee. <br /> Mayor Corbett thanked the staff and said this is a national honor. <br /> 5. PUBLIC COMMENTS <br /> Public Comments are limited to 5 minutes per person. The public is invited <br /> to make any comments related to Agenda items (including San Leandro <br /> Redevelopment Agency, San Leandro Parking Authority, and San Leandro <br /> Industrial Development Authority) or other items of public interest at this <br /> time. Comments regarding Public Hearing items will be heard during the <br /> Public Hearing portion of the Agenda. <br /> A. John Justino, Halcyon-Foothill Homeowners Association, Inc. , presented <br /> an award to Council Member Perry for her special commitment and <br /> activities in the south end of San Leandro. <br /> B. Dave Jorgensen, President of Mission Bell Apartments and Stores, Inc. , <br /> spoke regarding unreinforced masonry requirements for the Mission Bell <br /> building. He urged the City Council to re-examine the Unreinforced <br /> Masonry Ordinance and determine if non-bearing walls should be included <br /> or exempt and to look at other provisions of the Ordinance. He also <br /> asked that staff receive direction regarding the use of Redevelopment <br /> Agency funds for rehabilitation of the building. He asked the City <br /> Council to re-study the issue and said he has a number of dynamic <br /> ideas, as do many people who care about the Mission Bell building. <br /> Mayor Corbett said she would ask the City Manager to prepare a report <br /> to City Council on this matter. <br />
