Minutes - San Leandro City Council Meeting - December 5, 1994 Page - 6 - <br /> PUBLIC HEARINGS (continued) <br /> Mr. Weisbrod described the Farmers' Market which has been held at <br /> Bayfair and said the new Zoning Code does not provide for outdoor <br /> sales. This designation would allow for a definition of farmers' <br /> markets, which would be Conditional Uses in all non-residential areas. <br /> He said one-day uses would be covered under Temporary Use Permits. <br /> The City Council asked questions regarding the designation of a farmer. <br /> Mr. Weisbrod said the language could be modified in the Ordinance. <br /> The Hearing was then opened to the public. <br /> There being no comments from the public, on motion of Council Member <br /> Polvorosa, seconded by Council Member Galvan, and carried by a majority <br /> vote (7) , the Public Hearing was closed. <br /> The following Motion was then introduced: <br /> Minute Order No. 94-53. Matter of Amendment to the Zoning Code (A-94- <br /> 10) , Minor Text Changes, Establishing a Use Category for Transfer <br /> Station, Ambulance Services, and Farmers' Market (adds definition of <br /> "transfer station" and permits a transfer station as a Conditional Use <br /> in the IG [Industrial General ] District; adds "ambulance service" as a <br /> permitted use in the IG [Industrial General ] District and IP <br /> [Industrial Park] District; and adds definition of a "farmers' market" <br /> and allows in non-residential districts, subject to administrative <br /> review) . (1099) <br /> On motion by Council Member Myers, who moved its approval , seconded by <br /> Council Member Loeffler, and carried by a majority vote (7) , the City <br /> Council approved the amendment to the Zoning Code (A-94-10) , Minor Text <br /> Changes, Establishing a Use Category for Transfer Station, Ambulance <br /> Services, and Farmers' Market. <br /> 9. CITY COUNCIL COMMENTS <br /> A. Council Member Myers said last Friday he met Jean Harrigan, a 94-year- <br /> old resident of the Cherry Blossom Inn, who was celebrating her <br /> birthday with her family at Le Gourmet Restaurant, and said he wanted <br /> to wish her a happy birthday. <br /> B. Council Member Loeffler noted a number of commendable activities which <br /> have taken place recently, including the Craft Fair, conducted by the <br /> Community Services Department at the Library, and the San Leandro <br /> Historical Railroad Society's Open House. He said it was a pleasure to <br /> see citizens enjoying these activities. <br /> C. Council Member Loeffler commended Bayfair for the increase in visible <br /> security and said there is a sense of safety when shopping at the Mall . <br />
