Minutes - San Leandro City Council Meeting - December 5, 1994 Page - 6 - PUBLIC HEARINGS (continued) Mr. Weisbrod described the Farmers' Market which has been held at Bayfair and said the new Zoning Code does not provide for outdoor sales. This designation would allow for a definition of farmers' markets, which would be Conditional Uses in all non-residential areas. He said one-day uses would be covered under Temporary Use Permits. The City Council asked questions regarding the designation of a farmer. Mr. Weisbrod said the language could be modified in the Ordinance. The Hearing was then opened to the public. There being no comments from the public, on motion of Council Member Polvorosa, seconded by Council Member Galvan, and carried by a majority vote (7) , the Public Hearing was closed. The following Motion was then introduced: Minute Order No. 94-53. Matter of Amendment to the Zoning Code (A-94- 10) , Minor Text Changes, Establishing a Use Category for Transfer Station, Ambulance Services, and Farmers' Market (adds definition of "transfer station" and permits a transfer station as a Conditional Use in the IG [Industrial General ] District; adds "ambulance service" as a permitted use in the IG [Industrial General ] District and IP [Industrial Park] District; and adds definition of a "farmers' market" and allows in non-residential districts, subject to administrative review) . (1099) On motion by Council Member Myers, who moved its approval , seconded by Council Member Loeffler, and carried by a majority vote (7) , the City Council approved the amendment to the Zoning Code (A-94-10) , Minor Text Changes, Establishing a Use Category for Transfer Station, Ambulance Services, and Farmers' Market. 9. CITY COUNCIL COMMENTS A. Council Member Myers said last Friday he met Jean Harrigan, a 94-year- old resident of the Cherry Blossom Inn, who was celebrating her birthday with her family at Le Gourmet Restaurant, and said he wanted to wish her a happy birthday. B. Council Member Loeffler noted a number of commendable activities which have taken place recently, including the Craft Fair, conducted by the Community Services Department at the Library, and the San Leandro Historical Railroad Society's Open House. He said it was a pleasure to see citizens enjoying these activities. C. Council Member Loeffler commended Bayfair for the increase in visible security and said there is a sense of safety when shopping at the Mall .
