Minute Order No. 94-54, Matter of Ratification of Addendum to San Leandro City Employees' Association Memorandum of Understanding Related to 1994-95 Furlough Program (amends current Memorandum of Understanding to provide for Furlough Program, December 23, 1994 through January 2, 1995) . (1926) On motion by Council Member Polvorosa, who moved its approval , seconded by Council Member Myers, and carried by a majority vote (7) , the City Council approved the Addendum to the Memorandum of Understanding with the San Leandro City Employees' Association regarding the 1994-1995 Furlough Program. C. Minute Order No. 94-55, Matter of Ratification of Addendum to San Leandro Management Organization's Memorandum of Understanding Related to 1994-95 Furlough Program (amends current Memorandum of Understanding to provide for Furlough Program, December 23, 1994 through January 2, 1995) . (2134) On motion by Council Member Polvorosa, who moved its approval , seconded by Council Member Loeffler, and carried by a majority vote (7) , the City Council approved the Addendum to the Memorandum of Understanding with the San Leandro City Management Organization regarding the 1994- 1995 Furlough Program. D. Matter of Consolidation of City Boards and Commissions. Mayor Corbett said the City Council Subcommittee has been working on this for a number of months. They held a meeting with the Board of Zoning Adjustments and the Planning Commission. She read the recommendations from the Subcommittee. Council Member Myers noted that term limits are not recommended. Council Member Kerr congratulated the Subcommittee on keeping Boards and Commissions intact and providing continuity of government. He said he was concerned that so many terms will expire in 1994 and suggested that those commissioners whose terms expire in 1995, 1996, and 1997 should continue in their positions until their terms expire and then be reappointed at that time. He noted the various term expirations on each Board and Commission. Mayor Corbett explained that individual Council Members nominate members, and the full City Council votes on the nomination. She said the individual Council Members could re-nominate members if they wished to do so. She suggested the Council follow the recommendation of the Subcommittee to bring the process back to a standard approach.
