Minutes - San Leandro City Council Meeting - January 6, 1992 Page - 14 - <br /> CITY COUNCIL COMMENTS (continued) <br /> C. Council Member Perry extended her compliments to the Library. She said <br /> they were showing 101 Dalmatians, and one showing on Saturday attracted <br /> more than 300 children. <br /> D. Council Member Faria noted that a San Leandro youth had won a $10,000- <br /> prize on America's Funniest People for exposing himself during <br /> graduation. <br /> Council Member Perry said this is a sad commentary and such behavior <br /> should not be rewarded. <br /> E. Mayor Karp spoke regarding the matter of the development on Estabrook <br /> Street and the Vesting Tentative Map. He said he thought the City was <br /> trying to welcome people into the City. He said that in this time of <br /> recession people need all the help and encouragement they can get. He <br /> said the "welcome mat" needs to be put out for developers and it should <br /> be made as simple as possible for them to process their projects. He <br /> said the developer on Estabrook spent a great deal of money on <br /> developing his project and was given many surprises by staff and the <br /> cost increased. He said it resulted in a delay of two years. <br /> Mike Oliver, Acting City Manager, said the whole matter of <br /> responsibility for the cost of up-sizing sewers as a result of new <br /> development will be brought back to the City Council at a future Work <br /> Session. <br /> F. Mr. Oliver noted that the City Council had initially accepted the work <br /> for the Marina Facilities Replacement Project. He said this project <br /> had taken a tremendous amount of work and he thanked the City Council <br /> for their approval in support of the project. <br /> 10.
