Minutes - San Leandro City Council Meeting - January 21, 1992 Page - 12 - <br /> PUBLIC HEARINGS (continued) <br /> Cozy Rodrigues, 919 Thornton Street, said she was born and raised in <br /> San Leandro. She and her husband are seniors and they are both ill . <br /> She said the Financial Plan is not fair or right and should be put on <br /> the ballot. <br /> Angie Encinas, 920 Thornton Street, said the City Council doesn't have <br /> the right to impose the assessments and this matter should be voted on <br /> by the people. She said she believes it is a tax. <br /> George Pierraldi , 1198 Jefferson Street, #101, said the Assessment <br /> Districts are a tax and are illegal . He said when there are layoffs in <br /> management the positions should not be filled. He spoke regarding <br /> 1978-79 revenue versus 1991-92. He said this is a result of bad <br /> management. He said radio stations are not needed; regular radio <br /> provides a public service. He asked if the golf course was under <br /> public contract. <br /> Rita Y. Hartley, 576 East Merle Court, said she was surprised the City <br /> Council would think of an increase at this time in our economy. She <br /> said if the City' s income is reduced they should simply cut back and <br /> cut the fat. <br /> John V. Silva, 3545 Del Monte Way, asked questions regarding City <br /> Council 's salaries. He said he feels the assessments are a tax. <br /> Paul Deffebach, Representing Western Mobilehome Association, 307 South <br /> B Street, San Mateo, asked for an explanation of the five-year <br /> increases. Mike Oliver said the increases provide the City Council the <br /> opportunity to look at a longer-term financial program. He said it <br /> costs approximately $100,000 per day to run the City and we are <br /> currently running $6,000 per day short. He said we are trying to work <br /> out long-term projections. He said there is no guarantee the <br /> assessments would continue for the five-year period. He said this <br /> matter must come before the City Council and to a Public Hearing each <br /> year. Mr. Deffebach said his Association recognizes the need to <br /> maintain police and fire services, but the Assessment Districts don't <br /> seem to be the best approach. He said he has no solutions, however, <br /> but does not support an escalation over a five-year period. <br /> Mahlon Duke, 400 Elsie Avenue, said he is a resident of San Leandro and <br /> also has a small business. He said the Financial Plan should be put on <br /> the ballot. He said it's time government was accountable. He said he <br /> gets calls from people looking for jobs every day. He said the <br /> solution is a 10% salary cut. He also said the Daily Review is not <br /> responsive to people. <br />
