Minutes - San Leandro City Council Meeting - January 21, 1992 Page - 13 - <br /> PUBLIC HEARINGS (continued) <br /> Ellen F. Geis, 834 Cary Drive, said she was on the Associated <br /> Homeowners subcommittee that wrote the letter to the City Council . She <br /> said they assumed the delegates to Associated Homeowners have <br /> instructions from their Associations but some of them cannot vote. She <br /> said her bulletin went to 1 , 128 homes in the Estudillo area. She said <br /> it was her understanding when they met with the Mayor in October that <br /> money was needed to retrofit fire stations and City Hall but this <br /> matter would be put to a vote. She discussed the increase in her <br /> Utility Users' Tax. <br /> Garry A. Loeffler, 235 Begier Avenue, said he is impressed by what' s <br /> been happening in the community. He said the people are sharing their <br /> feelings and perceptions. He noted a 30% turnout at the last City <br /> election. He said he depends on the City for high-quality services for <br /> the youth of our community. We have a tendency to go to other places <br /> to find solutions; he believes solutions lie in the community. He said <br /> restructuring in the way we do business is needed. He noted an article <br /> in the Daily Review related to the City of Sunnyvale's consolidation of <br /> police and fire positions and that they had saved 30%. He said we were <br /> all trying to recycle, etc. , that the community must get together and <br /> share more. He said the solution is not taxes but restructure of <br /> funding and personnel . <br /> Tony Yacek, 1636 Daniels Drive, said the Japanese say Americans are <br /> lazy. He said he asked what had to be done to get this matter on the <br /> ballot. Mr. Yacek asked if employees of the City who don't live in San <br /> Leandro are assessed. Mr. Meyers said no, it would only be properties. <br /> Mary Beth Barloga, 346 Oakes Boulevard, said as an elementary school <br /> principal she is aware of the need for disaster preparedness and said <br /> we cannot wait to implement the Disaster Preparedness Program. She <br /> said she and her husband support the Financial Plan and the Assessment <br /> Districts• in order to maintain the quality of life in San Leandro. <br /> Mike Pretto, 775 Bridge, said he is willing to make the investment that <br /> he is asked to make to keep San Leandro the best place he can to live <br /> in. He said he supports Step 1 of the Assessment District plan. He <br /> said the City can cut expenditures through reductions in salary and <br /> employee benefits. He said although he supported Step 1 of the plan he <br /> was doubtful if the other steps would be necessary. <br /> Lou Filipovich, 15376 Laverne Drive, said he has another financial plan <br /> to propose. He said the survey results on the Financial Plan are <br /> "smoke and mirrors. " He said he felt the one-time wage freeze was <br /> hypocritical . He said employees protect their wages at the cost of <br /> service. <br /> Lee Ness, 2321 Belvedere Avenue, said he has studied the San Leandro <br /> budget for the last 15 years. He said the Assessment Districts are <br /> needed. He said cuts that would have to be made without the Assessment <br /> Districts would completely destroy life in San Leandro. <br />
