Minutes - San Leandro City Council Meeting - January 21, 1992 Page - 18 - PUBLIC HEARINGS (continued) The following motion was then introduced: MINUTE ORDER NO. 92-4 (1051) MOTION APPROVING THE FINANCIAL PLAN FOR SAN LEANDRO'S FUTURE On motion by Council Member Faria, who moved its approval , seconded by Council Member Santos, and carried by the following called vote, the City Council approves the Financial Plan for the Future and directs staff to take all steps necessary and appropriate to implement the Plan, including but not limited to formation of the assessment district(s) , budget amendments, and meeting and conferring with recognized employee groups . In approving the Financial Program, the City Council recognizes its legal obligation to meet and confer with employee groups over hours, wages, and terms and conditions of employment. It is the present intention of the City Council to negotiate with recognized employee groups over the adoption of .a wage freeze for Fiscal Year 1993-94. City Council further recognizes that it or a future Council may change its negotiating position insofar as recognized employee groups are concerned on this matter, and it is only the present intent of the Council to express its negotiating position at this time. The City Council further directs staff to investigate and recommend a program to provide subsidies to low- or fixed-income property owners to defray the cost of assessments. AYES: Council Members Faria, Glaze, Perry, Polvorosa, Santos; ( 5 ) NOES: None ( 0 ) ABSENT: Council Member Corbett and Mayor Karp ( 2 ) 9. CITY COUNCIL COMMENTS A. Council Member Polvorosa congratulated Council Member Corbett and her husband Mark Boehme on the birth of their son Ryan. B. Council Member Perry discussed upcoming meetings and programs related to the issue of regional government. She said ABAG would be holding a meeting in March; the League of California Cities is planning seminars on February 20 and 21 in Sacramento; and the East Bay Division of the League will have several dinner meetings on this matter. She requested a Work Session before March 19 to discuss regional government. C. Council Member Perry said she and Council Member Santos represented San Leandro at the Martin Luther King, Jr. , Celebration in Hayward. D. Council Member Perry said the East Bay Division of the League of California Cities will conduct a workshop on school/city partnerships and she will share information on San Leandro's Liaison Program.
