Minutes - San Leandro City Council Meeting - January 21, 1992 Page - 18 - <br /> PUBLIC HEARINGS (continued) <br /> The following motion was then introduced: <br /> MINUTE ORDER NO. 92-4 (1051) <br /> MOTION APPROVING THE FINANCIAL PLAN FOR <br /> SAN LEANDRO'S FUTURE <br /> On motion by Council Member Faria, who moved its approval , seconded by Council <br /> Member Santos, and carried by the following called vote, the City Council <br /> approves the Financial Plan for the Future and directs staff to take all steps <br /> necessary and appropriate to implement the Plan, including but not limited to <br /> formation of the assessment district(s) , budget amendments, and meeting and <br /> conferring with recognized employee groups . <br /> In approving the Financial Program, the City Council recognizes its legal <br /> obligation to meet and confer with employee groups over hours, wages, and terms <br /> and conditions of employment. It is the present intention of the City Council <br /> to negotiate with recognized employee groups over the adoption of .a wage freeze <br /> for Fiscal Year 1993-94. City Council further recognizes that it or a future <br /> Council may change its negotiating position insofar as recognized employee groups <br /> are concerned on this matter, and it is only the present intent of the Council <br /> to express its negotiating position at this time. <br /> The City Council further directs staff to investigate and recommend a program to <br /> provide subsidies to low- or fixed-income property owners to defray the cost of <br /> assessments. <br /> AYES: Council Members Faria, Glaze, Perry, Polvorosa, Santos; ( 5 ) <br /> NOES: None ( 0 ) <br /> ABSENT: Council Member Corbett and Mayor Karp ( 2 ) <br /> 9. CITY COUNCIL COMMENTS <br /> A. Council Member Polvorosa congratulated Council Member Corbett and her <br /> husband Mark Boehme on the birth of their son Ryan. <br /> B. Council Member Perry discussed upcoming meetings and programs related <br /> to the issue of regional government. She said ABAG would be holding a <br /> meeting in March; the League of California Cities is planning seminars <br /> on February 20 and 21 in Sacramento; and the East Bay Division of the <br /> League will have several dinner meetings on this matter. She requested <br /> a Work Session before March 19 to discuss regional government. <br /> C. Council Member Perry said she and Council Member Santos represented San <br /> Leandro at the Martin Luther King, Jr. , Celebration in Hayward. <br /> D. Council Member Perry said the East Bay Division of the League of <br /> California Cities will conduct a workshop on school/city partnerships <br /> and she will share information on San Leandro's Liaison Program. <br />
