Minutes - San Leandro City Council Meeting - March 2, 1992 Page - 2 - <br /> PUBLIC COMMENTS (continued) <br /> C. Dave Jorgensen, 698 Dutton Avenue, said he supported the petition <br /> drive. He said he has not been able to convince the City Council in <br /> the past that his position on the unreinforced masonry program issue is <br /> the right position. He noted similarities between the process used on <br /> the Unreinforced Masonry Ordinance and the Ordinance on the Assessment <br /> Districts. He said only one meeting had been held with the <br /> unreinforced masonry building property owners before the Ordinance was <br /> passed. He said he had an appeal before the City Council , and he had <br /> hired a consultant who stated there was an alternative standard for <br /> unreinforced buildings that was appropriate. He said a last-minute <br /> opinion by the City Attorney did not give the Council the opportunity <br /> to take a meaningful vote to allow him to use the other standard. He <br /> discussed the dedication to be held related to the North Area Monument <br /> and said he had volunteered to have an open house at the Mission Bell <br /> Apartments so that people could see the Mission Bell Apartments and go <br /> onto the roof to view the monument. He said staff is supportive of <br /> this idea. <br /> D. Barbara Samaniego, 2240 Strang Avenue, spoke on behalf of the Chamber <br /> of Commerce. She said the Chamber is eager and willing to work with <br /> the City Council in the coming year in areas of concern related to <br /> finances. She noted a new organization, CARE (Community Awareness and <br /> Emergency Response) , which has been developed to communicate the types <br /> of potential hazards in the community and help the community work to <br /> avoid those hazards. <br /> She said the Chamber would also like to work with the City Council on <br /> the Industrial Preservation Ordinance and on the Blue Ribbon Finance <br /> Committee. <br /> She said a Candidates' Night would be held this Thursday at 7:00 p.m. <br /> at the Library, Lecture Hall . <br /> Council Member Santos said it had been noted that it appears the San <br /> Leandro Unified School District faces a budget deficit of $660,000 to <br /> $1 .2 million. He said in tonight's Work Session discussion it had been <br /> noted the business community in the City of Emeryville was helping pay <br /> for education. He said without educating our children society may not <br /> progress very far. He asked if the San Leandro business community had <br /> looked into ways of helping the School District to offset their budget <br /> deficit. <br /> Ms. Samaniego said the business community currently supports the <br /> schools in a number of ways, including Partnership for Education <br /> Program, Mentorship Program, and other programs, and would also be <br /> willing to open discussions with any interested group. <br />
