Minutes - San Leandro City Council Meeting - March 16, 1992 Page - 15 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Santos asked if staff has met with Best and the property <br /> owners. Mrs. Catalano said yes, but no agreement had been worked out. <br /> She said Best said they could not afford any other sites in San <br /> Leandro. <br /> Bill Kerry, 1607 Daily Court, the Appellant, said Coca-Cola, which is <br /> the only customer of Best Trucking, is looking at this matter very <br /> closely, and they have been reporting events directly to their <br /> headquarters. He said the subject property was I-2, as reflected by <br /> most of the other uses in the area. He said he remodeled the property <br /> and does not feel there is excessive noise, nor does he feel the <br /> storage is unsightly. Mr. Kerry said he feels Mr. Norry has objected <br /> to the Best operation since the day it opened. He said it is hard to <br /> operate under those conditions. He said they did not know at the time <br /> they worked out the current agreement that Coke was going to get a <br /> contract with China. He said Coke is Best's only customer so they have <br /> to deliver when Coke wants deliveries made. He said the tractor trucks <br /> have to be changed every two years and they are high-quality equipment. <br /> He said he admits Best ran when they weren't supposed to. He suggested <br /> they run the trucks at 10 miles per hour, but Mr. Norry is not <br /> agreeable. <br /> Dwight Anderson, Representing Best Transport, Inc. , spoke regarding <br /> attempts by Best to mitigate the problems. He said they tried to <br /> compromise with Mr. Norry and his Association and received a flat no. <br /> He said Best is trying to be a legitimate entity in the City. <br /> Council Member Santos asked questions about the number of vehicles. He <br /> was advised there are nine tractors that run from 5:30 a.m. to 8:00 <br /> p.m. transporting Coke to the San Leandro Bottling Plant from San <br /> Francisco. <br /> The Hearing was then opened to the public. <br /> Larry Norry, 2532 Williams Street, President of Mulford Gardens <br /> Improvement Association, said his group are underdogs compared to <br /> millionaires. He said most of the trucks leave the site between 3:30 <br /> and 4:30 a.m. He said Reynolds and Brown has developed an area under <br /> the I-P zoning with no problems, as has Paradiso Construction. He said <br /> driving trucks at 10 miles per hour would create even more noise with <br /> the shifting of gears. He said Best tried to move its hours from 6:00 <br /> a.m. to 5:00 a.m. simply so they would have less violations. He said <br /> they are violating the Conditions and they have admitted they cannot <br /> live within them. Mr. Norry said he has seen tractors and trailers <br /> carrying liquid cement and plastic from Best to W. R. Grace on <br /> Doolittle and Davis. He said the Fire Department told him this is a <br /> highly inflammable and toxic material . He said at the Planning <br /> Commission meeting Best also said they picked up work from outside <br /> businesses. He said this matter has been going on since 1989 and Best <br /> has not lived up to what they are supposed to. <br />
