Minutes - San Leandro City Council Meeting - April 6, 1992 Page - 15 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Perry asked about the wording "comment" noted after some <br /> of the comments. Mr. Kurilko said that often comments are opinion and <br /> cannot be responded to but are presented to the City Council for its <br /> consideration. <br /> Bob Crossett, Bissell and Karn, Civil Engineers, said Bissell and Karn <br /> has been providing professional design services for more than 40 years <br /> and started in the 1950's in San Leandro. He said they now have eight <br /> offices with over 300 people. He said the Civil Engineering profession <br /> provides design services for various clients, including private and <br /> public agencies. He said they design highways, bridges, sewers, water, <br /> and subdivisions. He said they have been working on the Robert's <br /> Landing project for over 10 years. He said early in the process they <br /> provided surveying on boundary lines and topographical maps and have <br /> recently conducted utility investigations related to water, sewer, gas <br /> and electric. He said they have worked on preliminary drainage and <br /> grading plans. He said, subsequently, a Civil Engineer will prepare <br /> maps for laying out the lots, for final grading, etc. <br /> Kelvin Platt, SWA, Site Planning and Landscape Architects, said his <br /> firm has been involved in planning communities in Alameda, Richmond, <br /> Danville and Tracy. He said in this General Development Plan they <br /> looked at the overall site and provided a plan that produces overall <br /> quality with a community feeling. He said they have attempted to use <br /> landscaping, provide entries, and provide buffers to the surrounding <br /> community. He described the interface between the built environment <br /> and the habitat area and said this matter has been carefully studied <br /> with environmental experts. He said the proposal consists of five <br /> developments of residential villages, each with a variety of housing <br /> types. He described green belts, parks, trail system, an interpretive <br /> center and other open space throughout the development. He said there <br /> are two plans: a 13.2-acre "Fill" Plan and a "No Fill " Plan. He said <br /> the project is a good addition to the City. <br /> Council Member Perry asked how deep the buffer zones would be. Mr. <br /> Platt said they would vary from 50-100 feet, including a 4-foot fence <br /> concept, which would be further detailed in the Precise Development <br /> Plan. In response to a question from Council Member Glaze, Mr. Platt <br /> said the criteria to determine the buffer zones was derived from the <br /> surrounding biological area rather than landscaping. <br /> Steve Foreman, WESCO, said he is a wildlife biologist and he worked on <br /> the Biology and Cultural Resources Report. He said he has been <br /> involved in the project since 1988 when Citation hired him to attempt <br /> to resolve environmental issues. He said he has worked with the Corps <br /> of Engineers, Department of Fish and Game, EPA, etc. , to develop site <br /> plans which result in no net loss of wetlands, minimum damage and <br /> mitigation.
