Minutes - San Leandro City Council Meeting - April 6, 1992 Page - 3 -
PUBLIC COMMENTS (continued)
Council Member Perry said the Sentinels did not support her in 1988.
She said Citation Homes is not a member of the Sentinels, and she has
not discussed Robert's Landing with the Sentinels. Council Member
Faria said he is one of the original members of the Sentinels. He said
they were originally all San Leandro people. He said they have varied
interests in San Leandro, and it is unfair to say they are bad people.
He said the rules say elected officials cannot belong to the Sentinels.
He said the Sentinels are a group of merchants interested in San
Leandro.
Council Member Glaze said in 1984 he and his opponent, Shirley Simpson,
both received contributions from the Sentinels. He said he also had
large labor and large environmental support. He said you cannot judge
how someone will vote by the contributions that have been made to their
campaign.
D. Jeff Houston, 1465 Burkhart Avenue, said the Speaker Cards being
utilized for the Robert's Landing Public Hearing are not required. He
said the audience could speak without filling out the cards and the
cards are in violation of the Brown Act if they are required. Mr.
Houston also said tonight's meeting would be late and noted that, if it
was not finished tonight, the Robert's Landing Hearing would be
continued to April 20, 1992.
Mr. Houston said he agreed with Mr. Smith's comments related to the
Sentinels. He said the Sentinels are pro development. He said Bissell
and Karn is a member of the Sentinels and is also working on the
Robert's Landing project. He noted Council Member Perry received
$3,000 from the Sentinels after she was elected.
Council Member Perry said the contribution was made because the
Sentinels like to support a winner and wanted to help her with her
deficit.
Council Members Faria and Glaze said Bissell and Karn does a lot of
work throughout the Bay Area, such as modifications to the Water
Pollution Control Plant, and they have performed work for BCDC. They
noted that Bissell and Karn is a Civil Engineering firm, not a
developer.
E. Brook Beasley, 1312 Pierce Avenue, expressed concern that the City
Council had not taken any action on the Mayor's Blue Ribbon Committee.
He said he thinks having the average voter get involved in the
committee would help clear up confusion and asked why there was no
committee.
Council Member Perry noted she had suggested an alternative plan and is
working with the City Manager's Office and meeting with
representatives.
