Ms. Scilley said staff will continue to notify Mrs. <br /> Niemeyer as quickly as possible when there are violations of the Code. <br /> She said she believes Mrs. Niemeyer now understands the regulations and <br /> the consequences of failure to comply. <br /> In response to a question from City Council , Ms. Scilley indicated the <br /> City had no intention of foreclosing on the property at any time. <br /> Council Member Corbett asked if it was a normal procedure to request <br /> authorization for liening the property before the August deadline for <br /> payment. Ms. Scilley said no, but this authorization was needed in <br /> order to go back to court and get a final action at the end of this <br /> month. She said Ms. Niemeyer has been kept fully informed about these <br /> procedures. <br /> Clara Niemeyer, the property owner of 377 Herma Court, said a number of <br /> things were broken. She said, specifically, a water turn-on-and-off <br /> valve in front of the property was broken and needs to be replaced. <br /> She said the water heater was perfectly alright and did not need to be <br /> replaced. She said a number of the materials in the back yard were <br /> piled on her strawberry patch and she had to have someone remove them. <br /> She said she felt no respect was shown to her. <br /> She said 3 feet of clearance from the fence was required and she had 2- <br /> 1/2 feet. She said she would have done the work but she didn't feel <br /> well . She spoke regarding the charges for the work done. She said <br /> things had not been done right. She said the property on Victoria <br /> Avenue would not have burned down, but there were holes in the fire <br /> hoses and no water pressure. <br /> She said the sink on her property on Hernia Court had just been replaced <br /> and all new plumbing had been installed. She said work was needed on <br /> the outside of the home, not the inside. She said the neighbor behind <br /> her complains all the time about her. She said the City was only on <br /> her property about 4 times, not 20 times, as indicated in the report. <br /> She said the contractor's charges were ridiculous. She also said she <br /> could have gotten boxes for packing material for less than that charged <br /> by the City. She said she did not know what the Fire Department <br /> charges are for. She said a lot of the work that was done wasn't <br /> necessary. She said copper pipe had been used under her sink, and she <br /> did not feel this was necessary. She said the sink wasn't leaking and <br /> there was nothing wrong with it. She said the amount should be scaled <br /> down by $4,000-$5,000. <br /> The Hearing was then opened to the public. <br /> • <br />
