Minutes - San Leandro City Council Meeting - April 16, 1992 Page - 9 - <br /> PUBLIC HEARINGS (continued) <br /> Mr. Emslie said the desire was to avoid having two codes at the same <br /> time, and the transition would be made as fast as possible. Regarding <br /> the North Area, he said the Planning Commission had adopted a <br /> Resolution of Intention for Overlay for the North Area. <br /> Council Member Corbett asked if there would be problems meshing trend <br /> areas with the new Code requirements regarding light and air versus <br /> high-density, trend areas. She said the North Area encourages multiple <br /> units and does not seem to fit into the Zoning Code. <br /> Mr. Emslie said the North Area Specific Plan is advisory and the Code <br /> is not. He said if there is a conflict, the Code would drive the <br /> regulation. <br /> The Hearing was then opened to the public. <br /> Al Rosenga, 534'Parrott Street, Chairman of the Associated Homeowners <br /> Association, Inc. , Review Committee, said there has been a spirit of <br /> cooperation throughout this process. He said in applying the <br /> regulations 60-70% of properties would remain in the existing Zoning <br /> Ordinances. He said he is working with staff and the Planning <br /> Commission to make sure the legislative history is incorporated into <br /> the Code and will have a partial archive for the future. He said he <br /> recommended the City Council direct the Planning Commission to go ahead <br /> with the archives. He said they will have to come back with <br /> recommendations on changes. He said they will also be trying to <br /> assemble records related to all Plan Developments, Conditional Uses, <br /> etc. , as part of the archives. <br /> Mayor Karp expressed thanks to Mr. Rosenga on behalf of the City. <br /> Dan Gray, Reynolds and Brown, 2336 Merced Street, Representing the <br /> Chamber of Commerce/Manufacturers' Association Zoning Code Review <br /> Committee, said the Committee was convened at the request of the City <br /> Council three years ago. He thanked the numerous people who have been <br /> involved in preparation of the Code and also thanked Martin Vitz, Steve <br /> Emslie, and Kathleen Livermore. He said there was a lot of dynamic <br /> diversity during different times of development of the Code, but there <br /> was a great feeling of trust among all those working together. He said <br /> the Preamble in the Code tries to reflect the give and take and spirit <br /> of trust involved in preparation of the Code. <br /> Joanne Mattoon, 3810 Monterey Boulevard, said she hoped the City <br /> Council would adopt the Code. She said she felt if it had been adopted <br /> earlier there would be better projects in San Leandro. <br />
