Ed Harnett, 900 - 143rd Avenue, said he applauded Ms. Langley and <br /> supported her. He said the City Council should establish a human <br /> relations commission in San Leandro, consisting of people who are pro- <br /> activists, not re-activists who will just say everything is okay. He <br /> said the commission should be a conduit to the School District. He <br /> noted the overall dropout rate in San Leandro has gone down, but the <br /> Black and Hispanic dropout rate has risen. He said the commission <br /> would have independence to look into any problems so that the problems <br /> that have occurred elsewhere don't occur here. He said the Council has <br /> responsibility for what goes on in the community, and he hopes they <br /> will show leadership and consider this request. <br /> D. Lavern Anderson, 14566 Cypress Street, noted recent dealings he has had <br /> with City staff regarding weed problems at Chez Doucet and a dead cat <br /> in a roadway. He said staff was professional and quickly took care of <br /> these problems and he thanked staff. He noted there are weeds across <br /> from the Jack-in-the-Box on Marina Boulevard. <br /> E. Barbara Samaniego, President of the San Leandro Chamber of Commerce, <br /> 2240 Strang Avenue, said she wanted to make sure the Council knew about <br /> the lunch this Saturday at Sequoia Country Club and that they will all <br /> attend. <br /> F. Joe Davis, 14485 Wiley Street, said his son lives in Marina Faire and <br /> recently tried to order a trash bin from Oakland Scavenger but was told <br /> he had to get the bin from San Leandro Disposal . He noted the great <br /> difference in the costs for bins between the two companies and asked if <br /> people could have a choice of which company to order from. Mike <br /> Oliver, City Manager, explained the franchise agreement for trash <br /> collection in the Oakland Scavenger service area. He said there is an <br /> agreement with San Leandro Disposal , and they can establish their own <br /> rates, which are not controlled by the City. He said if the franchise <br /> agreement is modified this could change. <br /> G. Mayor Karp, spoke regarding the concept of a human relations <br /> commission. He noted the City has a Human Resources Commission and a <br /> Mayor's Committee for the Preservation of Human Rights and Against <br /> Racial and Religious Intolerance. He described the charge of the Human <br /> Resources Commission to serve the community in the area of social <br /> issues. He said great strides have been made in the last two years <br /> through the Mayor's Committee. He said the City's Board and Commission <br /> memberships now reflect the diverse makeup of the community. He said <br /> the Mayor's Committee studies any social or race relations problems <br /> that occur in San Leandro and has helped in the formation of the San <br /> Leandro Partnership for Youth Safety and two committees working with <br /> the San Leandro and San Lorenzo School Boards. He said they are <br /> working with the Police Department, making sure they have cultural <br /> diversity workshops for the Police Department and other staff. He said <br /> the City has set an example for cities throughout Alameda County. He <br /> said we are in the business of human rights. He thanked the members of <br /> the Human Resources Commission and the Mayor's Committee for their <br /> time, effort, and work. <br />
