RESOLUTION NO. 92-109 (1206) <br /> RESOLUTION AUTHORIZING GIVING NOTICE OF INTENT <br /> TO ADOPT CONDEMNATION RESOLUTION <br /> TO ACQUIRE CERTAIN PROPERTY AT <br /> 1188 MONTAGUE AVENUE (WELLS FARGO BANK) <br /> FOR MEASURE B - TEAGARDEN STREET EXTENSION PROJECT <br /> AND SETTING A DATE FOR THE PUBLIC HEARING <br /> Introduced by Council Member Polvorosa, who moved its adoption, seconded by <br /> Council Member Faria, and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Kerr, Myers, Perry, Polvorosa; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> D. An Ordinance Relating to Speed Limits, Title VI, Chapter One of the San <br /> Leandro Municipal Code. <br /> In response to questions from the City Council , Deane Howland, Traffic <br /> Engineer, explained the meaning of critical speed, pace speed, and <br /> average speed and explained the requirements the City must meet in <br /> order to use radar to enforce speed limits. <br /> Council Member Myers expressed concern about having a short, three- <br /> block area posted for 30 m.p.h. surrounded by 25-m.p.h. zones. <br /> Council Member Kerr said the subject area on Callan Avenue has a lot of <br /> activity, such as cars stopping to let off passengers, the Library <br /> driveway, etc. He said the 30-m.p.h. speed limit could be a problem <br /> with everything going on in the area. <br /> In response to a request from Council Member Perry, Mr. Howland <br /> explained the requirements of the California Vehicle Code and the <br /> liability to the City if its recommendations are not followed. <br /> Mr. Howland explained that the 30-m.p.h. speed limit had been requested <br /> by the Police Department, and radar could not be used for speed-limit <br /> enforcement unless a survey was done. <br />
