Jim O'Leary, Assistant Finance Director, said <br /> the breakdown shown was incorrect; he said the rent is just under <br /> $30,000 and the balance is utilities. <br /> John Jermanis noted that the budget contained a number of revenue <br /> adjustments. He said staff reviews fees and charges each year and <br /> determines the appropriate modifications based upon recovery of costs, <br /> inflationary growth impacts, and market analyses. He presented a <br /> highlight of the fees and said sewer fees were not proposed for <br /> increase because the last increase had been for two years. He said <br /> Recreation Program and Golf Course/Marina fees would not be considered <br /> at this time. <br /> Council Member Kerr said the fees keep increasing. He questioned the <br /> need for a fee for verification of business licenses. Mr. Jermanis <br /> said the intent is to charge for bulk requests for business license <br /> verifications, not for individual requests. <br /> Council Member Kerr questioned fees which are based on actual cost plus <br /> 100%o overhead. Mr. Jermanis explained that the 100%o overhead covers <br /> 38% benefits as well as overhead such as vehicles, clerical support, <br /> the cost of the building, etc. Council Member Kerr noted the cost for <br /> a water heater permit is almost $70. Mr. Jermanis said it is up to the <br /> City Council to determine the amount of the City's costs they wish to <br /> subsidize. <br /> Mike Oliver said he would like to get back to the City Council with a <br /> staff report on the water heater fee. <br /> Mr. Jermanis said the Personnel Department wished to add a fee for <br /> employment verification of $5 per request. <br /> Council Member Perry noted that the Plan Checking fee had increased <br /> from $35 to $75. She asked if this was related to structural reviews. <br /> Steve Emslie said this fee puts San Leandro in the upper middle part of <br /> the area-wide fees. <br /> Mr. Jermanis reviewed the Refuse Service fees. He said the proposed <br /> adjustments bring San Leandro in conformance with the rates charged in <br /> the Oro Loma Service Area. He said an increase of approximately 17% <br /> was proposed, primarily due to the increase in disposal costs. He said <br /> there are some differences in the bulk container rates. <br /> Council Member Faria said the City's rate is the same as Oakland <br /> Scavenger's, but the City must also pay to dump the materials. Bob <br /> Taylor, Public Works Services Director, said the rate increases are <br /> done through the Joint Refuse Rate Review Committee. He said people do <br /> not get as much material as possible in drop boxes, so there is a <br /> special rate for boxes for dirt and concrete. He said the Oakland <br /> Scavenger rate is based on a per yard rate, demurrage fee and placement <br />
