He said people would gain insight and <br /> knowledge of what happens in the City and this would be a vehicle for <br /> communication. <br /> Mr. Leigh said the Washington Manor area would like to be a pat of the <br /> Gang Suppression Program, even though the Manor area is not in the San <br /> Leandro School District. Council Member Perry said Gang Suppression is <br /> part of the DARE program which is part of the San Lorenzo School <br /> District program. She noted the gang suppression booth at the Cherry <br /> Festival . <br /> Mr. Leigh expressed thanks to Nancy Hillis for the press release on <br /> volunteering and asked that the City let the homeowners associations <br /> know what they can do to help. <br /> Esther Holcomb, 694 Douglas Drive, said she is a licensed contractor. <br /> She said permits are $118.50 minimum. She said you can fit 14 tons in <br /> a drop box. <br /> Lou Filipovich, 15376 Laverne Drive, said many people in the community <br /> feel they are not represented by anyone. He said any committees that <br /> are formed don't represent everyone. He said people in the community <br /> don't know what' s going on. He said fees are basically tax assessments <br /> and when they are passed on to businesses they are then passed on to <br /> customers of the businesses. He said PG&E, water and gas costs have <br /> increased, and even barbers have raised their costs. He said <br /> homeowners end up paying. He said a fair and equitable program for a <br /> 4% salary reduction should be worked out with employees. He said <br /> taxpayers in San Leandro are going to be hit by the County, State and <br /> Federal governments. He said it is tough to start a business in San <br /> Leandro to sell a home. He said he had the City budget reviewed by a <br /> professional , at his own expense. He said the budget has increased <br /> from $42 million, to $52 million, to $58 million and the newspaper now <br /> says it is $60.26 million. He said the budget keeps going up and <br /> people don't know what' s going on. He said the IRS is having a hard <br /> time collecting tax money because people don't have it. He said the <br /> City should put him on the negotiating team for Measure L. <br /> Council Member Perry asked if Mr. Filipovich had any solutions. Mr. <br /> Filipovich said a formula should be worked out that's fair and <br /> equitable to everyone in the City. He said Standard Oil and Safeway <br /> have done it. He said people are not receiving income so taxpayers <br /> have to subsidize each other. He said people who work for the <br /> government are not creating taxes. He said the only place left to bite <br /> the bullet is cities. <br /> There being no further comments from the public, on motion of Council <br /> Member Myers, seconded by Council Member Kerr, and carried unanimously, <br />• the Public Hearing was closed. <br />
