Minutes - San Leandro City Council Meeting - July 20, 1992 Page - 12 - <br /> PUBLIC HEARINGS (continued) <br /> Mayor Karp pointed out that the size of Bayfair's security force is <br /> about the same size as a full shift on patrol in the Police Department. <br /> He said they have doubled their security staff in recent years, which <br /> has effectively reduced the number of auto thefts. <br /> Chief Maginnis described a recent situation in which Bayfair asked for <br /> assistance in ridding a business of a drug-activity problem. He said <br /> the Police Department assigned the TAC unit to the case and within <br /> about three weekends the problem was abated. He said the Police <br /> Department has found that if Bayfair has a particular issue and they <br /> need some help, they don't hesitate to call S.L.P.D. and vice versa. <br /> He said the major stores have their own security staffs. He said 1992 <br /> statistics show that the crime rate in the downtown shopping area is <br /> higher than it is at Bayfair. He asked Detective Ian Willis, the gang <br /> expert for the Police Department, to discuss gangs. He said from the <br /> Police Department's perspective, the gangs are not active in Bayfair. <br /> Detective Willis said he has worked on the gang issue for the last four <br /> years. He said he last dealt with Bayfair on a gang issue about a year <br /> and a half ago. He said there was a rash of "starter jacket" <br /> robberies, with gangs stealing jackets from kids. He said following a <br /> decoy operation, he hasn't seen any reports of gang activity at the <br /> Mall . He said Bayfair has a policy of breaking up groups of four or <br /> more people, which has done a good job of keeping gang members away <br /> from Bayfair. He said the gang members he's asked about Bayfair say <br /> they don't want to go there because they know they will get hassled. <br /> Council Member Perry commented that Detective Willis had also done <br /> training with Bayfair security on gang awareness and identification. <br /> She said the Youth Safety Committee also has a Bayfair committee, of <br /> which Detective Willis is a member, and the committee has met with <br /> Scott Stevens, Bayfair Manager, and has made recommendations. <br /> Council Member Perry asked about the mitigation of a "ring road" and <br /> "s" curves coming off of East 14th Street. She asked .if the •ring road <br /> would be instilled prior to other parking construction, or if it would <br /> be installed-subsequent to .other- parking requirements. <br /> Mr. Weisbrod said parking improvements and the ring road will be <br /> installed on a phased basis as the Center develops, to provide the most <br /> efficient circulation on the site. <br /> Council Member Perry asked if a transportation management plan is <br /> anticipated for employees, where current employee parking is located, <br /> and how employee parking will be distinguished from patron parking. <br /> She noted there is not a central bus stop for senior-citizen use. <br />
