Minutes - San Leandro City Council Meeting - August 17, 1992 Page - 21 - <br /> PUBLIC HEARINGS (continued) <br /> Council Member Perry asked if the combustibility and toxicity of <br /> plastic pipe in walls is still an issue. Bob Lundstrom said at the <br /> Board of Appeals Meeting a video on using plastic pipe in rated <br /> construction was shown. He said plastic pipe in rated construction can <br /> spread fire through the walls in 40 minutes and burn through to other <br /> walls. <br /> Mayor Karp said it was stipulated that plastic pipe burns and melts. <br /> Paul Kappa, 15273 Inverness, said he has been a plumber for five years. <br /> He said the joints in plastic pipe break. He said the problems that <br /> have occurred have not been with Centar brand only. He said problems <br /> occur with plastic that do not occur with cast iron. He said with <br /> plastic pipe nail holes can create leaks of sewage or methane gas, and <br /> it can take months until problems appear. He said sewage can collect <br /> under houses and cause diseases. He recommended the City Council <br /> continue to require cast-iron pipe. <br /> Council Member Kerr made a motion to let Mr. Grissell make a closing <br /> statement. There was no second to the motion. <br /> There being no further comments from the public, on motion of Council <br /> Member Faria, seconded by Council Member Polvorosa, and carried <br /> unanimously, the Public Hearing was closed. <br /> Steve Meyers, City Attorney, requested that the City Clerk read the <br /> titles of all of the Ordinances before the City Council for <br /> consideration. He said the City Council could take one action on all <br /> of the Ordinances or they could remove the Plumbing Code Ordinance from <br /> the Ordinances and take one action on the remainder. <br /> The City Clerk read the titles of all of the Ordinances, as well as two <br /> Resolutions related to findings of local conditions relating to roofing <br /> and to hazardous materials. <br /> On motion of Council Member Kerr, seconded by Council Member Polvorosa, <br /> and carried unanimously, the City Council approved all of the <br /> Ordinances, with the exception of the Ordinance relating to the <br /> Plumbing Code, and the two Resolutions related to findings of local <br /> conditions relating to roofing and to hazardous materials, as follows: <br />
