Minutes - San Leandro City Council Meeting - September 8, 1992 Page - 8 - <br /> PUBLIC COMMENTS (continued) <br /> Council Member Kerr asked if Dr. Katz's organization had similar <br /> concerns about exterminating rats . Dr. Katz said they had less concern <br /> about rats. <br /> Michal Myers said there are a number of wild kittens in the area along <br /> the water on Neptune Drive. She said she saw at least 20 wild kittens, <br /> most under a year old, and asked that this problem be addressed as <br /> well . <br /> Jeff Houston announced that September 19th, from 8:30 to noon, would be <br /> the Annual Shoreline Cleanup, beginning at the East Bay Regional Park <br /> District staging area in San Lorenzo. He said the Roberts Landing <br /> Committee looked forward to seeing the City Council there. <br /> Mr. Houston also questioned an Agenda item to pay $18,000 to ESA <br /> Consultants for the Water Circulation Plan for the Marina Facilities <br /> Replacement project. He said this should be part of the cost of the <br /> Marina. He said the City's neglect of the shoreline has caused <br /> regulatory agencies to be hard on the City. Steve Meyers, City <br /> Attorney, said changes to the Water Circulation Plan were a permit <br /> obligation, subject to approval by the U.S. Army Corps of Engineers. <br /> Kai Bender spoke regarding the Budget Bulletin. He asked what it cost <br /> to employ two part-time parking aides and what revenue they brought it. <br /> Mr. Oliver explained that parking ticket revenue is down because many <br /> people do not pay. He said people who accumulate numerous parking <br /> tickets will simply abandon their vehicles on the street rather than <br /> pay the tickets. He said judges are waiving parking fines and the <br /> collection rate is down to less than 50%. <br /> Dr. Katz appeared before the City Council again and said there was a <br /> scheduling problem for him to present a plan. He asked for a two-week <br /> time frame to inspect the par course site, discuss the situation with <br /> experts, and present an alternative plan. Mike Oliver, City Manager, <br /> .said if the City Council wants to wait, it can do so. However, he said <br /> this is a serious problem and there have been complaints regarding <br /> bites and potential disease for a significant period of time. He said <br /> the alternative must be immediately implementable and must cost the <br /> same or less than the City' s proposed program. He said the City has <br /> utilized the poisoning program for a number of years, and it is <br /> intended to again bring the squirrel population down to a manageable <br /> number. <br /> Council Member Myers noted that you cannot walk around the par course <br /> without being surrounded by squirrels, and there are numerous dead <br /> squirrels along the course. He said something must be done soon <br /> because the squirrels are flea ridden, sick, and a hazard to bikers and <br /> joggers. <br /> Mr. Oliver said the City would wait for two weeks, but if an effective <br /> alternative has not been presented, the City would have no choice but <br /> to proceed with the poisoning program to abate this hazard. <br />
