He said revenue identified in <br /> the Alternate Financial Plan that was scheduled for implementation in <br /> 1993-94 will be accelerated to 1992-93 to generate $800,000 year via a <br /> franchise fee for the sewer treatment plant and property in lieu fees <br /> for the Marina, Golf Course, refuse service, and sewage treatment <br /> plant. He said this was reflected in the budget amendment. <br /> Council Member Faria said he intended to vote against the Resolution <br /> because of the sewer charges. <br /> Council Member Perry asked if Mr. Jermanis had heard anything about <br /> special districts. She heard that, unless the district is exactly <br /> contiguous to the City boundary, all those funds can be taken. Mr. <br /> Jermanis said that is his understanding. Mike Oliver said Alameda <br /> County indicates an additional $295,784 is at risk for Flood Control in <br /> San Leandro, as well as bridge maintenance and Mayors Formula funds, <br /> totaling $7 to $8 million for Alameda County. He said the City is also <br /> facing the loss of other funds through County trickle-down. Council <br /> Member Perry said she understands the County may impose other <br /> administrative fees, etc. <br /> Mr. Oliver said this is correct and described property-tax collection <br /> and jail booking fees. He said he proposes that a Citizens Task Force <br /> study three areas: the City's revenue sources; potential areas of City <br /> services now being provided that can be reduced or eliminated; and the <br /> cost of the City's investment in seismically retrofitting emergency and <br /> City facilities. He noted the City Council has received a report on <br /> seismic liabilities that are currently unfunded and said he will <br /> request action from the Council in the relatively near future. <br /> Council Member Faria asked if it was proposed to pick up one or two <br /> years in sewer charges. Mr. Jermanis said the proposal was for one <br /> year, 1992-93. Council Member Faria said he is concerned that charges <br /> on sewers will impact economic development in San Leandro. Mr. Oliver <br /> said the City is contracting with a professional service to evaluate <br /> fees, and the impact on industrial users will be a specific area of <br /> emphasis. He said before the City proposes revenue increases, staff <br /> always meets with the Chamber and Manufacturers' Association for their <br /> input. <br /> Mayor Karp noted the sewage treatment plant has a replacement fund, so <br /> 10%a is not necessarily accurate. He said we must obtain the facts. <br /> Council Member Perry asked if this budget amendment reflects the $1 .6 <br /> million only. She asked, if the Council does not adopt the sewer <br /> charge, would there be another amendment later in the year. Mr. <br /> Jermanis said yes, there would be no increase in the 1992-93 sewer <br /> rates; the rates would change in July 1993. <br /> I <br />
