Minutes - San Leandro City Council Meeting - November 9, 1992 Page - 5 -
NEW BUSINESS (continued)
Council Member Perry suggested that the Task Force develop guidelines
regarding absences and then bring them back to the next City Council
Meeting. Mr. Oliver said, if the City Council had a concern regarding
absences, he could let the Task Force know. Council Member Perry asked
if everyone who did not make the original group was told about the
meeting. Staff said they had been advised.
8. PUBLIC HEARINGS
None
9. CITY COUNCIL COMMENTS
A. Council Member Corbett spoke regarding her recent Town Hall Meeting.
She said, if there was anyone who was concerned about the way the
meeting was conducted, or who didn't like the Meeting, she would like
them to talk to her directly. She said she would be glad to discuss
this with Mr. Filipovich.
B. Council Member Kerr said he has heard many compliments regarding the
repaving job done in the Washington Manor area.
C. Council Member Perry noted that the Friends of the Library Book Sale
earned a total of $8,000 and was a huge success.
D. Council Member Perry noted that she, Mayor Karp, and Council Member
Myers played school board members in a recent disaster-preparedness
program.
E. Mayor Karp said he sits on ACR 132 and spoke regarding the Capitol
Corridor. He said they don't have the scheduling they want yet because
they have only a limited number of cars which are filled because the
route is so popular. He said they are opening a number of new
stations. He said the idea of Proposition 156 was to buy more cars.
He said, with 156 losing, Northern California will lose billions of
dollars to Los Angeles. He said we will not have the money because we
are relying only on 111 and 116 funds and will probably not be able to
add cars.
He said ISTEA was signed by the President in December 1991 and provides
for local payment of 20% and government payment of 80%. He said there
are two ways to come up with funds. Local money can be matched against
State funds or State money can be matched against Federal funds. He
said with intercity rail , money can be taken from highways and be used
to match funds, but if we don't have the money for the match, we lose
it. He said that is why he was pushing 156.
