Minutes - San Leandro City Council Meeting - December 7, 1992 Page - 9 - <br /> • <br /> PUBLIC HEARINGS (continued) <br /> The Hearing was then opened to the public. <br /> Bob Leigh, 1388 Drake Avenue, •President of Washington Homeowners <br /> Association, said his Association has no opposition to the present use <br /> of the site. He said in his 3-1/2 years as President, he has not <br /> received one complaint about the School . He said he passes the site <br /> from time to time and it has been in good maintenance. He said he <br /> takes exception to the use of the fire as a complaint; he said the fire <br /> was a tragedy and the damage was cleaned up very quickly. He said, as <br /> an individual , he feels the Conditional Use should be permanent and the <br /> Manor Baptist Church and School has been a fine member of the <br /> community. <br /> Eugene Peterson, 1850 Randy Street, Pastor of the Manor Baptist Church, <br /> requested permanent status for the Junior and Senior High School , <br /> similar to that granted to the Chinese Baptist Church and Redwood <br /> Christian Church Schools. He said he has been pastor since 1988, and <br /> each time they have requested permanent status they have been rebuffed. <br /> He said they have adhered to all Conditions, including planting $1 ,500 <br /> of landscaping, painting the buildings, and keeping them in good <br /> condition. He said the members obey the laws of the land and live <br /> within the bounds of• decency and propriety. He said they desire to <br /> teach the Bible to their students, and they try to teach their students <br /> well . They regret •the fire deeply, but the person involved has been <br /> dismissed and has no affiliation with the Church or School . They are <br /> in the process of rebuilding and should be complete within the next few <br /> months. He noted that one-half to two-thirds of their students are <br /> minorities. He said there are no gangs at the School and none of their <br /> students are involved in gangs. He said he has spent 30 years in <br /> education, and he and the Church members give their time and money to <br /> give their best to San Leandro. He invited Mr. Filipovich to talk to <br /> him. He said to have to return every two years is very defeating, and <br /> they have to pay $2,500 each time. He said they feel there is a <br /> conspiracy to destroy the School and the Church. He asked for <br /> permanent status and said they will abide by all Conditions. <br /> Council Member Kerr asked if they would agree to a complete staff <br /> review every two years. Mr. Peterson said they would. <br /> Council Member Corbett asked if Mr. Peterson has received any <br /> complaints from the neighbors. He said no one has come to him. <br /> Mr. Filipovich said he wished to rebut the statements by Mr. Leigh. <br /> On motion by Council Member Kerr, seconded by Council Member Polvorosa, <br /> with Council Member Faria voting no, the City Council closed the Public <br /> Hearing. <br /> The City Council then agreed to permit Mr. Filipovich a three-minute <br /> statement. <br />
