RESOLUTION NO. 91-24 (2497-3) RESOLUTION APPROVING A MORTGAGE CREDIT CERTIFICATE PROGRAM AND SINGLE-FAMILY REVENUE BOND IN COOPERATION WITH THE COUNTY OF ALAMEDA, AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT BETWEEN THE COUNTY OF ALAMEDA AND THE CITY OF SAN LEANDRO, TO SUBMIT AN APPLICATION TO THE CALIFORNIA DEBT LIMIT ALLOCATION COMMITTEE FOR AN ALLOCATION FOR ISSUANCE OF MORTGAGE CREDIT CERTIFICATES AND SINGLE-FAMILY REVENUE BOND, AUTHORIZING THE TRANSFER OF SUCH ALLOCATION TO THE COUNTY OF ALAMEDA AND AUTHORIZING A CONTRIBUTION TO THE COUNTY OF ALAMEDA FOR THE PAYMENT OF A PORTION OF THE COSTS OF ESTABLISHING SUCH MORTGAGE CREDIT CERTIFICATE PROGRAM Introduced by Council Member Perry who moved its adoption, seconded by Council Member Corbett and carried by the following called vote: AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; Mayor Karp ( 7 ) NOES: None ( 0 ) ABSENT: None ( 0 ) D. Resolution in Support of a Conceptual Outline for the Future Reconfiguration of the Governance Structure of the Balance of Alameda County Job Training Partnership Act Program. Council Member Glaze explained that this Resolution is in support of the Governing Board's position. He noted the State had ruled that the Board was not in compliance with the Job Training Act, so ACTEB was turned over to the Alameda County Board of Supervisors. The Governing Board, consisting of Alameda County and Alameda County cities (excepting Oakland and Berkeley) , was not comfortable with the recommendations of the State's consultant who is reviewing the configuration, so this Resolution represents the Board' s recommendations for configuration. He noted that a pass-through agreement with Berkeley had expired and was not renewed, and Berkeley went to the State and the Federal Department of Labor because Berkeley did not agree with the configuration plan. The State said if one entity did not agree with the plan, then it was decertified. He noted that Alameda County does not want to take over ACTEB, but if Alameda County does not take it over, it will be turned over to another County or training board. Council Member Glaze noted the need to fast- track this matter because of tight deadlines. Council Member Perry said the important thing is delivery of services. She said 13 cities are held hostage by one other city. She said cities want to have some local input into the program.
