RESOLUTION NO. 91-24 (2497-3) <br /> RESOLUTION APPROVING A MORTGAGE CREDIT CERTIFICATE PROGRAM AND <br /> SINGLE-FAMILY REVENUE BOND IN COOPERATION WITH THE COUNTY OF ALAMEDA, <br /> AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT <br /> BETWEEN THE COUNTY OF ALAMEDA AND THE CITY OF SAN LEANDRO, <br /> TO SUBMIT AN APPLICATION TO THE CALIFORNIA DEBT LIMIT ALLOCATION COMMITTEE <br /> FOR AN ALLOCATION FOR ISSUANCE OF MORTGAGE CREDIT CERTIFICATES AND <br /> SINGLE-FAMILY REVENUE BOND, <br /> AUTHORIZING THE TRANSFER OF SUCH ALLOCATION <br /> TO THE COUNTY OF ALAMEDA AND AUTHORIZING A CONTRIBUTION <br /> TO THE COUNTY OF ALAMEDA FOR THE PAYMENT OF A PORTION OF THE <br /> COSTS OF ESTABLISHING SUCH MORTGAGE CREDIT CERTIFICATE PROGRAM <br /> Introduced by Council Member Perry who moved its adoption, seconded by Council <br /> Member Corbett and carried by the following called vote: <br /> AYES: Council Members Corbett, Faria, Glaze, Perry, Polvorosa, Santos; <br /> Mayor Karp ( 7 ) <br /> NOES: None ( 0 ) <br /> ABSENT: None ( 0 ) <br /> D. Resolution in Support of a Conceptual Outline for the Future <br /> Reconfiguration of the Governance Structure of the Balance of Alameda <br /> County Job Training Partnership Act Program. <br /> Council Member Glaze explained that this Resolution is in support of the <br /> Governing Board's position. He noted the State had ruled that the Board <br /> was not in compliance with the Job Training Act, so ACTEB was turned over <br /> to the Alameda County Board of Supervisors. The Governing Board, <br /> consisting of Alameda County and Alameda County cities (excepting Oakland <br /> and Berkeley) , was not comfortable with the recommendations of the <br /> State's consultant who is reviewing the configuration, so this Resolution <br /> represents the Board' s recommendations for configuration. He noted that <br /> a pass-through agreement with Berkeley had expired and was not renewed, <br /> and Berkeley went to the State and the Federal Department of Labor <br /> because Berkeley did not agree with the configuration plan. The State <br /> said if one entity did not agree with the plan, then it was decertified. <br /> He noted that Alameda County does not want to take over ACTEB, but if <br /> Alameda County does not take it over, it will be turned over to another <br /> County or training board. Council Member Glaze noted the need to fast- <br /> track this matter because of tight deadlines. <br /> Council Member Perry said the important thing is delivery of services. <br /> She said 13 cities are held hostage by one other city. She said cities <br /> want to have some local input into the program. <br />
