Minutes - San Leandro City Council Meeting - June 3, 1991 Page - 12 - <br /> PUBLIC HEARINGS (continued) <br /> measures. He discussed recommended setbacks for construction of <br /> structures from earthquake faults. He discussed the type of <br /> trenching that had been performed in studying the site. He <br /> commented on the performance of engineered fill and bedrock during <br /> an earthquake. He said if everything done on the site is done in <br /> accordance with the plans, the Uniform Building Code and other <br /> regulations, the seismicity of the site is not an area of concern <br /> and this would be a reasonable place to purchases a home. <br /> Martin Vitz, City Planner, described the project site on Lake <br /> Chabot Road and the surrounding area. He said the property was <br /> a former rock quarry which had been substantially graded, primarily <br /> during quarry operations. He said the quarry's closure plan <br /> provided for residential development. He said the current plan <br /> proposes 126 units, reduced from 137, with an average lot size of <br /> 8,000 square feet. He said open space has been provided for along <br /> the fault trace and the Hayward fault, as well as along the upper <br /> slopes and adjacent to the Bay-O-Vista Swim Club. He showed slides <br /> displaying general entry details, landscaping, elevations of the <br /> houses, etc. He said the streets are proposed to be private and <br /> maintenance of all streets, landscaping, open area, etc. will be <br /> the responsibility of the homeowners association. He noted the <br /> City Council had received a record of the full actions of the <br /> Planning Commission as well as the final EIR, revised wording <br /> related to fire protection, and a draft set of Conditions and <br /> Findings. <br /> The City Council asked Mr. Vitz questions regarding minimum street <br /> widths and the impact on possible family day care, enforcement of <br /> CC&R's for the development, inspection of the site during <br /> construction, and engineering review of the plans. <br /> Representatives of Signature Properties, the applicant on the <br /> project, described the proposed project. <br /> Jim Ghielmetti , Owner of Signature Properties, introduced the firms <br /> involved in the design of the project and gave a brief background <br /> on Signature Properties. <br /> Jim McKeehan, Signature Properties, noted the need for executive <br /> housing in San Leandro. He said the proposal is for high quality <br /> residential units. He showed slides of the site, noting the <br /> orientation toward the Bay, the current condition of the site, and <br /> the abutting ridge. <br /> Richard Frisbee, the Planner on the project, further discussed the <br /> site location/orientation, proposed grading and fill , and the site <br /> plan. He described the entry feature, the single loaded streets, <br /> and the removal of previously proposed lots in strategic areas to <br /> create greater separation between the units to enhance protection <br /> of the view from Lake Chabot. <br />
